General Procurement Notice for Establishment of General Hospital CNSS Djibouti.

GENERAL CONTRACT AWARENESS (AGPM)

The Republic of Djibouti has obtained a loan from the Islamic Development Bank to finance the Project of Establishment of the General Hospital for the National Social Security Fund in the Republic of Djibouti.
The overall objective of the project is to contribute to the efforts of the Government of Djibouti (GDJ) to address the growing burden of communicable and noncommunicable diseases that affect the country's social well-being and economic productivity. The project aims to improve the accessibility and quality of specialized health services through the establishment of a 220-bed general hospital.

The project will include the following components:

• A: Construction of the general hospital;
• B: Equipment of the general hospital;
• C: Design, Studies, Supervision and Control of Works;
• D: Support to project management.

The acquisitions of Goods and Works will be made in accordance with the Procurement Guidelines financed by the Islamic Development Bank (May 2009 edition revised in February 2012). Contracts for consulting services will be awarded in accordance with the Guidelines for the Use of Consultants in projects financed by the Islamic Development Bank (May 2009 revised in February 2012).
Property Markets:
Procurement of equipment for the future Hospital will be done through "International Open Invitation to Suppliers from Non-Member Countries".

Works Markets:
The construction contract for the Hospital will be awarded through "Open International Invitation to Companies from Non-Member Countries".

Selection of Consultants:
The following consulting services:
• For the Recruitment of a firm for the realization of the studies and supervision of the works, one will use the method of Selection Based on the Quality and the Cost (SBQC) with a short list of consultants Member Countries;
• For the recruitment of a national firm to audit the project accounts, use the "Lowest Cost" (SMC) Selection Method with a short list of national consultants;
Note that for these two missions, a call for expressions of interest will be launched in order to constitute a short list of firms.
