1. This notice of invitation to tender follows the general notice of procurement of the project published in the Journal d`Appels d`Offres No. 177 of September 22, 2014.

2. The Guinean Government has received funding from the Islamic Development Bank (BIsD) for the cost of the Technical Education and Vocational Training Support Project and intends to use part of it financing to make payments under the Contract for the acquisition of Equipment and Teaching Materials of the Regional Schools of Arts and Crafts (ERAM) of Conakry
(Coyah) and Faranah (Dabola).

The Ministry of Technical Education and Vocational Training, requests sealed offers from eligible bidders and meeting the qualifications required to provide Equipment and Teaching Materials of Regional Schools of Arts and Crafts (ERAM) of Conakry in Coyah and Faranah in Dabola

NB: a) Any candidate can tender for one or all of the lots, but can only be awarded one lot.
B) The equipment in lot 4 (tools and consumables equipment in the electrical engineering, electronic engineering and refrigeration workshops. -Air conditioning and Mechanical Engineering, General Mechanics and Auto-Heavy Truck Mechanics) constitute a conditional phase which will only be firm according to the availability of the related credit.

The requirements in terms of qualifications are:
a - Turnover: Have an average annual turnover, attested by the provision of financial statements, certified by an approved auditor over the last five (05) years at least equal to:
• Lot 4: 54, 000, 000, 000 Gnf.

b - General Experience in the field of Tendering: Having Experience as a Main Supplier, subsidiary or approved agency in at least 03 markets in the last 05 years with a minimum value equal to the amount of the offers for each lot which has been satisfactorily completed and substantially completed, and which is similar to the Goods and Related Services offered. The similarity will relate to physical size, complexity,
methods / technologies or other characteristics as described in Section IV, Submission Forms. Offers must remain valid for a period of 120 days from the date scheduled for submission of offers.

3. The selection will be made according to the international tender procedures as specified in the Directives of the Islamic Development Bank (IDB) of May 2009 revised in February 2012 (English version) for the acquisition of goods and works under funding from the Islamic Development Bank,
and is open to all eligible bidders as defined in the Guidelines.

4. Interested Bidders may obtain additional information and examine the Tender Documents from the Coordination of the Support Project for the Technical Education and Vocational Training Sector located at the headquarters of the Guinean Agency for Promotion de l`Emploi (AGUIPE) during office hours, ie from 9 am to 5 pm. A complete set of tender documents in French can be purchased by
interested bidders upon presentation of a written request to the address below and on payment of a non-refundable amount
of Three Million Guinean Francs (GNF 3, 000, 000).
The method of payment will be:
- 70% to account No. 4111071 "Central Receiver of the Treasury";
- 30% to account No. 2011000407 of the ARMP opened at the BCRG.
The document will be sent by air mail for overseas and routed to the office locally or electronically.

5. All offers must be accompanied by a tender guarantee valid for 148 days for the amount of:
• Lot 4: 1, 000, 000, 000 Gnf.
Tenders must be drawn up in French and submitted in four (04) copies, one (01) original and three (03) copies to the Direction Nationale des Marchés Publics (DNMP) no later than 04/05/2020 at 10 a.m.. They will be opened immediately afterwards, in the presence of the representatives of the tenderers who wish to attend, at the address below. Late offers will be rejected and returned unsealed at the expense of the tenderers concerned.
