Environmental and Social Oversight Consultant (ESOC) Services for the Abidjan Transport Project (ATP)

1. The United States of America, acting through the Millennium Challenge Corporation (“MCC”) and the Government of Cote d’Ivoire (the “Government” or “GoCI”) have entered into a Millennium Challenge Compact for Millennium Challenge Account assistance to help facilitate poverty reduction through economic growth in Cote d'Ivoire (the “Compact”) in the amount of approximately US$ 524.7 million (“MCC Funding”). The Government, acting through MCA-Cote d’Ivoire/CNPC (the “MCA Entity”), intends to apply a portion of the MCC Funding to eligible payments under a contract for which this Request for Proposals (“RFP”) is issued. Any payments made by the MCA Entity under the proposed contract will be subject, in all respects, to the terms and conditions of the Compact and related documents, including restrictions on the use and distribution of MCC Funding. The Compact and its related documents can be found on the MCC website (www.mcc.gov) and on the CNPC website (www.cnpc-mcc.ci).
2. The Compact program includes two (2) projects:
ü The Skills for Employability and Productivity Project (Skills Project) which aims to improve the employability of Ivoirians and enhance the productivity of the private sector by improving the quality and relevance of, and access to, basic and technical skills in response to private sector demand;
ü The Abidjan Transport Project (Transport Project) aims to increase the competitiveness of Abidjan as the country’s growth pole by improving the mobility of goods and people. The Transport Project will include infrastructure and institutional strengthening investments designed to improve traffic fluidity and decongest a central corridor of the city linking the Port of Abidjan to points north, west and east.

3. MCA-Cote d’Ivoire /CNPC, serving as the client, will hire a consulting firm (the “Consultant”) as the Environmental and Social Oversight Consultant (“ESOC”). The ESOC will serve as an extension of MCA-Cote d’Ivoire /CNPC ATP staff to ensure compliance with the IFC PS on all ATP activities. More specifically, the ESOC will provide expertise, mentoring and general program management support related to environmental, social, health and safety aspects, and conduct oversight and document reviews throughout Project design, construction and through the Compact Closure period. Tasks include preparation and implementation of the MCA-Cote d’Ivoire /CNPC ATP Environmental and Social Management System (“ESMS”), Stakeholder Engagement, maintaining a Geographic Information System (GIS), ensuring requirements are incorporated in construction contracts, as well as conducting health and safety, environmental and social monitoring, and ensuring consistent implementation and updating, as necessary, of the ESMS as required by MCC Environmental Guidelines which include the IFC Performance Standards.
In order to perform services under this contract, the Consultant will also have to work in close consultation with other Consultants hired by the MCA-Cote d’Ivoire /CNPC ATP as well as certain GoCI ministries and agencies referred to as the Implementing Entities (“IEs”) that will collaborate with MCA-Cote d’Ivoire /CNPC in furtherance of the Compact program. Each of the Implementing Entities will sign an Implementing Entity Agreement (“IEA”) with MCA-Cote d’Ivoire /CNPC.
4. In issuing this Request for Proposals (RFP), the Government is represented by the Comité National chargé de la mise en œuvre du Programme Compact du Millennium Challenge Corporation (CNPC). However, it is anticipated that the Millennium Challenge Account-Côte d’Ivoire (MCA-Côte d’Ivoire), a government entity, established and designated to serve as the accountable entity for Compact Implementation purposes will execute the ESOC Agreement on behalf of the Government. Prior to operationalization of MCA-Côte d’Ivoire, any references to actions taken or rights received by MCA-Côte d’Ivoire in this RFP, including in the Form of Contract, shall be taken or received by CNPC on behalf of the Government, and any references herein to MCA-Côte d’Ivoire shall be deemed to mean CNPC during this period.
5. This Invitation for Proposals follows the General Procurement Notice that appeared on the CNPC website www.cnpc-mcc.ci on April 24th, 2018, in dgMarket on April 26th, 2018, and UNDB on April 23rd, 2018, and local newspapers “Fraternite Matin” on May 8th, 2018.
6. The Request for Proposal (RFP) is open to all eligible entities “Consultants” who wish to respond.
7. A Consultant will be selected under the Fixed Based Selection (FBS), the evaluation procedure for which is described in sections of the RFP in accordance with “MCC Program Procurement Guidelines” which are provided on the MCC website www.mcc.gov.

9. A Pre-Proposal Meeting will be held on September 10th, 2018 at 13:00pm Abidjan time by web conference using Zoom (www.zoom.us). Consultants who request the RFP will be sent the RFP and the weblink to attend the web conference.
10. MCA-Cote d’Ivoire/CNPC is not bound to accept any proposal and reserves the right to annul the Request for Proposal (“RFP”) process, at any time prior to Contract award without thereby incurring any liability to any Consultant.
11. The closing date and time for receipt of proposals is October 15th, 2018, at 13:00pm Abidjan time.
