General Procurement Notice (GPN) for Electrification of 177 Villages by Photovoltaic Solar Mini-Plants.
The general objective of the project is to promote the productive use of electricity in rural areas to contribute to the fight against poverty. The project is part of the rural electrification emergency program aims to achieve an electrification rate of around 60% in late 2017. The project includes the purchase and installation of 188 solar-based mini-grids in rural areas of Senegal. The project will focus on the productive use of energy in the villages to achieve growth and reduce poverty. Each of the selected villages will be equipped with hybrid system of solar photovoltaic field, diesel generator and solar batteries. The power of solar fields will be different (40, 30 and 20 kWp). These villages are located in eight administrative regions of the country, namely:. Matam, Kaffrine, Tambacounda, Louga, Kolda, Ziguinchor, Kédougou and Sédhiou The locations chosen by ASER is the result of planning studies by the Department of Energy and the ASER. the project will include the following components: (i) Electrification of 38 villages with a solar system (PV): + PALAM Zone and Kédougou Matam area and Dagana / Podor / St-Louis; (ii) the achievement of distribution facilities and home networks household and realization of Civil Engineering on village electrification funded by EuropeAid (iii) hybridization of 47 units existing diesel power plants by adding solar field; (iv) consulting and engineering services including conducting studies to detailed design (ODA) on the basis of the feasibility study, preparation of Records to tender (DAO), the evaluation of bids, finalization of key contracts in hand, the supervision and control of the work during the project until the provisional receipt of all works; (v ) Financial Audit; (vi) institutional support by the support to the Project management Unit, training, acquisition of equipment and management software. the acquisition of goods and works will be carried out in accordance with the Guidelines for the award of contracts financed by the Islamic Development Bank (May 2009 edition revised in February 2012). Consultancy services will be procured in accordance with the Guidelines for the Use of Consultants under projects funded by the Islamic Development Bank (May 2009 edition revised in February 2012). Goods Markets: The award of contracts for acquisition of: a) Vehicles 4 x 4; b) computer equipment; c) office equipment . will be conducted by consulting national suppliers Works markets: procurement on solar mini power plants will be made ​​by Call for International Offers / Member Countries and National competitive Bidding.
