Expression of Interest are invited for Electrification of a Dozen Rural Localities.
1. The purpose of this AMI is to preselect the bidders who express an interest, to develop a more detailed proposal for the electrification of a dozen rural localities as part of the Improvement of Access to Electricity in Guinea (PAAEG). This project is co-financed by the World Bank and the French Development Agency as part of a Public / Private partnership.
2. For reasons of economic and financial viability on the one hand, and attractiveness, ease of access to populations and optimization of management and operating costs by private operators, subsidies are provided for this effect.

The expected level of subsidy for each locality would be calculated to be suitable for ensuring an acceptable return on private investment and a price accessible to consumers. This level would be set on the basis of business plans presented by private operators and a financial model to be developed in this regard.

3. The localities are spread over a maximum of four (4) zones which will be finalized by the AGER within the framework of a Call for Projects. These localities will be electrified through hybrid systems composed of photovoltaic solar power plants with storage and diesel generators and mini electricity distribution networks.
4. The detailed proposal consists of the presentation of an investment project in the supply of complete hybrid systems comprising: the production and distribution of electricity, the installation, maintenance, management and operation of a sustainable use of all of these systems and the sale of electricity to end customers under concession contracts to be signed with the Guinean Government.
5. Only the private operators pre-selected and constituting the shortlist, will participate in this rural electrification project in a competitive manner as part of a transparent, fair and open selection process through a Call for Projects.
6. The Licensing Authority, the Guinean Rural Electrification Agency (AGER), invites interested candidates to obtain AMI files and submit their application files in order to provide the services described above.
7. Eligibility criteria:
- The Candidate must be a legal person (company, association, cooperative, etc.) under public or private law. The candidate can be Guinean or foreign; however, for reasons of efficiency, foreign candidates are required to associate with the Guinean candidate (s) as part of a consortium, or any other type of partnership;

- Be in good standing vis-à-vis the tax services;

- Have an average turnover of a minimum of one year or more (2018, 2019, ...), which must be greater than or equal to the estimated investment to be made by concession.

- Have operated or produced at least one (01) mini-grid based on solar PV or diesel or hybrid generator or another source of energy (hydro-electric, wind).

- The candidate must have the financial, technical and logistical capacities necessary to develop this type of project

- The pre-selected candidate must be legally constituted as a legal person under Guinean law, if it is not at the time of the submission of his file, in order to comply with the regulations in force in Guinea.
