In the Republic of Djibouti as in most developing countries, the capital concentrates the majority of the population and this translates into significant needs in terms of land. Due to the scarcity of free land in the Djibouti Peninsula, Balbala has been an alternative to accommodate additional populations. What has not gone without consequences in terms of urban planning.
With the exception of the former district of Balbala, which developed spontaneously prior to Independence, some other areas were developed as part of emergency planning by the provision of the summarily landscaped plots. through so-called "emergency" parcel plans.
The districts concerned are bounded on the north by the Doraleh road, on the south by the Arta road, on the east by Ambouli wadi and on the west by the PK12 industrial zone.
The populations are generally holders of Temporary Occupancy Permit (POP) and constructions often in light materials even if a process of hardening of the frame is initiated.
The majority of the habitat is still in very precarious materials (boards and sheets) and the standard of living of the inhabitants very low. In addition, homes are built more on the public domain and thus consume spaces reserved for roads and public facilities. It is in this cotexte that a study proves essential for the Direction of the Spatial Planning, Town planning and the Habitat to carry out a harmonious planning of this part of the agglomeration of Djibouti in order to respond fully to its prerogatives but also to offer these people a pleasant living environment.
The French Development Agency (AFD) has supported the implementation of two successive programs to improve precarious settlements in the Balbala area: the PK12 program and the 12, 14 and 15 quarters program (first Integrated Urban Development - PDUI 1). Programs, completed that have enabled the realization of basic infrastructure (roads, drainage) and equipment in the neighborhoods concerned. AFD also financed a cartographic study including the production of a LIDAR (airborne laser) survey of the inhabited area, the constitution of GIS databases (including the visualization of census data) and the conduct of an urban diagnosis.
Following the request of the Djiboutian authorities and in view of the success of the previous operations, AFD has renewed its support to initiate and finance a new urban development project in the disadvantaged neighborhoods of Balbala (the 2nd Integrated Urban Development Project - PDUI2). . Part of the funding obtained will be used for a mission to develop the restructuring plan of the neighborhoods covered by this PDUI 2.
To put an end to this anarchic urbanization, it is necessary:
- to have up-to-date operational planning technical documents,
- to facilitate the accessibility of the population to the land ownership,
- to open up certain sectors of the project area by the realization of different networks of roads, electric, drinking water supply, etc.
- respond to land purchase requests that are currently deferred due to the lack of a clear alignment plan in many areas of the project area,
- have more cartography precise at a speaking scale (1/1000 th and 1/500 th) and recent in the study area.
The design office is asked to produce:
- a general restructuring
plan, - a detailed restructuring and alignment plan for the different sectors. This plan will be opposable to third parties.

The ADDS invites applicants wishing to express their interest in the services described above to provide information justifying that they are qualified to perform the said services. The application file must include:
a presentation of the firm or the firm,
references attesting the conduct of similar missions. These references will be analyzed according to the size of similar markets and according to the geographical context of intervention (Sub-Saharan Africa),
a certification: ISO 9001.

It is stated, moreover, that:
- the criteria for eligibility for AFD financing are specified in Article 1.3 of the "Guidelines for Procurement by AFD in foreign states", available online on the AFD website www.afd.fr
- if the consultant is constituted as a group, the expression of interest must include: (i) a copy of the grouping agreement concluded by all its members, or (ii) a letter from intention to form a group in the event that its proposal is accepted, signed by all its members and accompanied by a copy of the proposed grouping agreement.
After the examination of the applications, the ADDS will draw up a shortlist of up to 6 candidates, to which it will subsequently send a request for proposal on the basis of a technical and functional program and a target cost to be respected.
Expressions of interest must be submitted to the address below by 15 May 2018, in an original paper version and two copies, with an electronic version on CD-ROM or USB key.

1. We acknowledge and accept that the French Development Agency ("AFD") finances the Owner's projects only on its own terms and conditions that are determined by the Financing Agreement that directly or indirectly binds the Owner. Owner. Consequently, there can be no legal relationship between AFD and our company, our group, our suppliers, contractors, consultants and subcontractors. The Contracting Authority retains exclusive responsibility for the preparation and implementation of the procurement process and their execution.
