DEVELOPING A PLANTATION AND MAINTENANCE STRATEGY TREES IN ROAD PROJECTS

1. The Government of the Republic of Côte d`Ivoire has requested and obtained funding from the African Development Fund (ADF) to cover the cost of the Road Development and Transport Facilitation Program on the Bamako-Zantiebougou corridor. Boundiali-San Pedro (PR8). It intends to use part of the sums under this loan to finance the Individual Consultant Service contract for the benefits of developing a tree planting and maintenance strategy for road projects.

2. The overall objective of the study is to formulate a national tree planting and maintenance strategy document for road projects and road maintenance programs in Côte d`Ivoire. This document will constitute a specific orientation tool for the realization of different types of tree plantations (in the broad sense of the term to take into account all species including non-arborescent species) and for the modalities of maintenance, accompanying activities. asphalting and road maintenance, notwithstanding the measures that can be recommended by environmental and social management plans resulting from impact studies of road infrastructure projects.

3. The specific objectives of the study are:

o Make a global analysis of the degradation of forest resources and greenhouse gas emissions in Côte d`Ivoire paying particular attention to the contributions of road infrastructure and the transport sector and draw the relevant lessons in the framework of the subject treaty.

o Identify the political, legal and technical basis of the tree planting and maintenance strategy in relation to road projects and road maintenance programs;

o Identify the challenges of the strategy and define the objectives (general objective and specific objectives); o Specify the different types of plantations to be created and maintained and their specific contexts (in urban areas, in the countryside, at intersections, );

o Indicate the different species to be used according to the types of plantation and the climatic zones of the country;

o Provide guidance on the costs of different types of planting and maintenance costs;

o Propose an operational mechanism for implementing the strategy including a clear definition of the roles and responsibilities of the different actors;

o Present as an annex to the document technical standards for the establishment and maintenance of plantations.

4. The study will be conducted by an individual consultant, national or international, having completed at least five years of university studies and holds a degree in the fields of biological sciences, forestry and / or the environment . In addition, he must meet the following criteria as best he can:

o have at least ten (10) years of experience in formulating policies and strategies in

environment and / or forestry, climate change;

o have at least 10 years of experience in developing and / or implementing

Environmental and Social Management (ESMP) of road projects in sub-Saharan Africa;

o Have good experience in landscaping in sub-Saharan Africa;

o have a good knowledge of reforestation issues in sub-Saharan Africa and particularly in coastal countries through similar missions or training;

o Knowledge of institutional frameworks for road project management, environment and forest resources through similar missions or training would be an asset.
