General Procurement Notice for Design, Supply and Commissioning of 150 MVAr Statcom/SVC in Vilanculos Substation.

The principal objectives of this project are to i) Ensure the lowest cost of reliable energy supply in southern Mozambique, in support of electricity supply security, local economic development and regional power export opportunities; ii) Create important transmission network infrastructure to unlock economic and social development and value creation; iii) Release economic return (through dividends from investment) on strategic public sector participation in generation initiative; and iv) Contribute to building skills / capacity in EDM and enhancing Mozambique’s reputation as a major regional electricity player

The project includes the following components to be procured in six lots: a 563-km, 400-kV singlecircuit HVAC transmission line between Vilanculos-Chibuto-Matalane-Maputo, associated three 400-kV substations (Vilanculos, Chibuto, and Matalane) and expansion of Maputo substation (in Boane), and installation of other equipment (busbar and line reactors, telecommunications, SCADA with control centre). At the Vilanculos substation, the transmission line will link with the envisaged 400-MW CTT project via a new 25km 400kV transmission line to the Vilanculos substation.
The Republic of Mozambique has received a financing in the amount of 33 million Dollars of the United States in form of a Grant from the African Development Fund (ADF) to finance the Temane Transmission Project (TTP). This project will be jointly financed with the World Bank, the Government of Norway, the Development Bank of Southern Africa (DBSA), the Islamic Development Bank (IsDB), the OPEC Fund for International Development (OFID), Electricidade de Moçambique (EDM) as well an element of private investor funding.

Procurement of goods and/or works co-financed by the African Development Bank and the World Bank will be in accordance with the World Bank’s Procurement Regulations for IPF Borrowers (dated July 2016, revised August 2018).
