Expression of Interest are invited for Decentralized Seminar «« the Tools of Urban Planning ».

The Ministry of the Interior Interior, Local Authorities and Regional Planning (MICLAT) has requested funding from the French Development Agency (AFD), and intends to use it to make payments under the Decentralized Seminar "The tools of urban planning".
The purpose of the Consultant's Services will be to set up a training cycle (design, organization, facilitation and evaluation) of 5 to 6 one-week hands-on multimodal training seminars for high-level urban planning managers. sector, particularly wilayas with large-scale urban projects in the cities of Algiers, Constantine and Oran on urban planning issues. The indicative calendar for the service is May 2019- December 2019.
MICLAT invites the consultants to express their interest in providing the Services described above.

The criteria for eligibility for AFD financing are specified in Article 1.3 of the "Guidelines for the Procurement of Contracts Funded by AFD in Foreign States", available online on the AFD website www. .afd.fr.

Interested consultants must produce information demonstrating that they are qualified and experienced to perform these Services. As such, they will justify that they have recent and similar service references.
If the consultant is a consortium, the expression of interest must include:
- A copy of the grouping agreement concluded by all its members.
OR
- A letter of intent to constitute a grouping in the event that its proposal is accepted, signed by all its members and accompanied by a copy of the proposed grouping agreement.

The similar nature of the experiments will be analyzed according to:
- The size of the markets;
- The nature of the Services [detailed technical studies, training];
- Domain and technical expertise [in the field of urban and training to entrust him with tasks of design, organization and animation of training, engineering training and educational engineering];
- Geographical context:
- Experience in Mediterranean countries.
- Good knowledge of the Algerian context in the field of local development / urban planning.

The candidate will present a selection of 10 references maximum with (i) a summary table (title of ref, country, client / financier, total amount and share made by the company, years of achievement) and (ii) a descriptive sheet one page per reference
The Client will also examine the relevance of the expressions of interest with regard to the following criteria:
- Competence and availability of experts
- Local partners.
The candidate will present a summary table presenting the experts who could be mobilized for the service: name, status (employees of the company, subcontractor), expertise, number of years of experience in the field, country of intervention, 3 main references of the expert in the field concerned; CVs are not requested at this stage.
MICLAT will draw up a shortlist of up to 4 candidates, pre-selected on the basis of the applications received, to whom it will send the Request for Proposals for the completion of the required Services.
