81239117 — Improving Labour Standards in Pakistan's Textile Industry

The textile and garment industry, with its large clusters in Punjab, is Pakistan's most important branch of the manufacturing industry. Labour inspections are an important regulatory instrument for complying with and improving labour standards. The labour inspection system in Pakistan is both ineffective and inefficient. The module objective of the project is therefore as follows: The prerequisites for a more effective labour inspection system are in place in the province of Punjab. The project works with the labour and human resource department and 2 selected district labour offices (for labour inspections) as well as with selected companies as implementing partners. In the third field, the project supports selected textile and garment companies with organisational development measures in order to link positive changes in the area of labour standards with improvements in productivity.

Subject matter of this contract are the activities in field (3): Conveying incentives and advising companies on improving labour standards.
GIZ GmbH is looking for a specialist partner for a capacity development measure in the field of market access skills for Pakistani suppliers in the textile, garment, shoe and sports goods production. The service takes place in the format of on-site factory assessments; training for management and supervisory staff at factories and an assessment of product related conditions. To prepare the measure, the contractor will be involved in the selection of suitable companies, including an assessment of the factories. The contractor will also conduct an assessment of product-related conditions, consolidate previous GIZ activities and develop a communication strategy. The measure will close with the participation in an international trade fair. The objective of the measure is to increase the fitness of the GIZ project's partner companies for the competition in the international market.
Moreover, the contractor is required to provide a digital solution that allows producers in the textile and garment value chain and related industries of the fashion world (shoes, accessories, sports goods) to monitor their performance regarding labour standards and productivity relates key performance indicators.
