Open procedure for the supply of feed, fodder and substitute genera for the maintenance of national State Police horses (Sarworthy excluded) from 1.1.2019 to 31.12.2019

Main Site: Monthly delivery, load and stowage included, free of charge, at national level (excluding Sardinia) at the State Police offices straddling the national territory reported by the administration.

Specifically, the supply of hay and straw must be supplied in presses. For the only Coordination Center for Horse Services edog lovers of Ladispoli (Rome) hay and straw, as well as in presses, at the request of the Forage Bureau of the same, must be supplied in bales, all in compliance with the ISO 9001: 2008 certification. The following documentation is required:

1) substitutive declaration for competitors having their registered office in Italy (envisaged in model 1), certifying their registration in one of the registrationsthe professional or commercial proving the requirements of professional qualification as per art. 83, paragraph 3, of Legislative Decree 50/2016; citizens of another Member State not resident in Italy will have to prove their registration, according to the procedures in force in the state of residence in one of the professional or commercial registers indicated in Annex XVI, referred to in the aforementioned article;

2) certificationaction, in original or certified copy, in the course of validity, which certifies compliance with the ISO 9001-2008 quality standards, issued by an accredited body or by another body in mutual recognition, in the sector covered by the tender.

Failure to provide said certification and cause exclusion as a guarantee condition for the supply to be supplied. It is not allowed to availonly for the possession of the aforementioned quality certification. Foreign companies will have to produce similar documentation, where required by the legislation of the country they belong to.

Documentation shown in model 1, according to the D.P.R. 445/2000, concerning the global and specific turnover in the sector of activity to be supplied, referred to the last financial years (2015, 2016, 2017). For participation in the tender, the minimum annual turnover is required, referred to at least one financial year of the last three years (2015, 2016, 2017) in the sector of supply activity, which must be equal, under penalty of exclusion (Article 83, paragraph 4), of Legislative Decree 50/2016) to 50% of the contract value. The economic operator who, for justified reasons, is not able to present the references whoeste, can prove its economic and financial capacity by any other document, considered suitable by the contracting authority, pursuant to art. 86, paragraph 4, and of Annex XVII, part I, of Legislative Decree 50 / 2016.

Legal form of participants. An application signed by the owners or by the legal representatives of the companies or by the economic operators, however established, is admitted-from the normative disposition of which to the art. 48 of Legislative Decree No. 50/2016, the application for participation must be signed, under penalty of exclusion, jointly grouped companies, or by the group leader alone, if there is already a deed of incorporation of the Temporary Grouping of Companies (RTI). participation of companies participating in the network contract, please refer to the determination n.3-23.4.2013 of the AVCP.

The legal representatives of the participating companies will have to present a copy of a valid identification document in progress.

The grouped companies, the companies availing and the network companies, in guaranteeing the supply, will indicate in the request, and confirm in the offer, supply quotas made by each of the individual companies constituting theeconomic operator. It is forbidden for competitors to participate individually and simultaneously in an associate form, or to participate in more than one RTI or aggregation of network companies for the same supply, under penalty of exclusion from the tender, of the company itself, of the RTI and of the companies adhering to the network contract.

Pursuant to art. 89 of Legislative Decree 50/2016, and the authorization is admitted-in order to satisfy the economic, financial, technical and professional requirements, with the exception of only the quality certification for which the use is not admitted (determination No. 2 of 1.8.2012 of the AVCP). Documentation as referred to in paragraph 1 of the aforementioned article is required. The contract of availment, to be presented in original or authentic copy, will have to report that the imauxiliary outlet obliges the competitor to provide the requisites and to make available the necessary resources for the duration of the contract. It must also contain the declaration of assumption of the traceability obligations of financial flows (Law 136/2010). Under penalty of exclusion, pursuant to art. 89, paragraph 6 and 7, of Legislative Decree No. 50/2016, it is not permitted that the same imprancillary helicopter uses more than one competitor, or that both the auxiliary company and the one that makes use of the requirements participate. The use of several auxiliary companies is admitted. The auxiliary can not in turn avail himself of another subject.

The present call for tender to be published in the GUUE, allows only the entry of a certain predetermined number of characters for each section.
