Technical Support Unit to the Development Commitment

The objective is to support civil society organizations and two institutions independent states to strengthen democratic governance and respect for human rights in Niger. The technical support unit will havemission to ensure the proper administrative and financial management of funds in support of actors and to support the strengthening of their capacities.

The objective of the Development Commitment (ED) is to contribute to the reinforcement of democratic governance and respect for human rights in Niger through increased accountability of formal and informal power structures, -supporting the work of independent administrative authorities and civil society organizations in Niger on human rights issues, conflict management and access to diverse and quality information. 3 outputs are expected from ED:
Output 1: Human rights are better known and respected thanks to broader CNDH action and greater commitmentfrom CSOs;
Output 2: key players in Nigerian civil society promoting inclusive approaches engage more decisively in the peaceful resolution of conflicts;
Output 3: impartial, fair and reliable media coverage is promoted through expanded action by the CSC and sustained engagement of CSOs in the media world.
The Technical Support Unit will have-mission to ensure the sound administrative and financial management of funds in support of CSOs, the CNDH and the CSC, to support the strengthening of their capacities and the capitalization of their experiences in the actions implemented through the ED. Some tasks will be specific to each beneficiary, while others will be transversal. The overall envelope foreseen for thees 3 outputs is 29, 500, 000 DKK. All of this budget will be under the responsibility of the Technical Support Unit.
Specific tasks related to civil society.
Management of calls for proposals and monitoring of projects.
Develop the content of PAs on the basis of guidelines. data in the ED documents and those to be provided by the ED Steering Committee andtenders. Manage grants to selected partners including operational, administrative and financial monitoring and capitalization of experiences
CSO capacity building support
CSO capacity building support may be partly integrated into project monitoring and partly to be the subject of autonomous activities. Support may be in areas-depending on the needs to be identified by the Technical Support Unit or its interlocutors in the field.
Tasks specific to the National Human Rights Commission (CNDH) and the Higher Council for Communication (CSC)
Support to the development of the annual work plan supported, in connection with the respective strategic plan of each of the two organizations,
- contractualisationsupport is given to the results to be achieved, activities, means to be implemented and other conditions to ensure an efficient follow-up,
- disbursement of funds in a specific account opened by the organization,
- support-advice to the implementation implementation of activities,
- monitoring the implementation of operational, administrative and financial actions, and quality assurance of reporting.

The technical support unit will establish an annual work plan as a framework for the operational and financial planning of its activities and the management of its cash requirements. It will put in place all the supports, tools, documents and guides necessary for an efficient administrative, financial and accounting managementand transparent, on the one hand within his own team, and on the other hand to the supervision of the operations of the beneficiaries.
Monitoring-evaluation.
The technical support unit will set up a monitoring and evaluation system. consists of a series of tools and a calendar, allowing him to account with reliability and regularity of the traceability, the effects and the impacts of the support to CSOs, to the CNDH et at the CSC. The design of this system will be the subject of consultation with the Danish Embassy.

The contracting authority will exclude an economic operator, if it has established that the candidate is covered by the grounds for exclusion enumerated in the law Danish Public Markets (Udbudsloven), art. 135 and 136 (Sections 57 (1) - (3) and 57 (4) (e), (f) and (h), grounds for criminal convictions, payment of taxes, s or contributions to social security, conflicts of interest or distortion of competition due to the prior involvement of economic operators in the preparation of the walking procedure, if it is not possible to remedy by other less intrusive measures, seriously guilty of misrepresentation in providing the required information.).
