Project financing: Construction of a swimming pool in expansion to the municipal swimming pool of Calenzano with the contribution of private capital

Construction of a swimming pool in expansion to the municipal swimming pool of Calenzano with private capital contribution via telematic procedure on the platform Start Regione Toscana, with an open procedure with the criterion deThe most economically advantageous offer.

Based on the final design approved by resolution no. 122 of 1.8.2017 by the Council of the Municipality of Calenzano, the concession includes the execution of the following activities:

a) executive planning, including coordination for safety during the design phase, as well as the retrieval of all the authorizations relating to the realization-of the interventions;

b) the execution of the works, with regard to the works to be carried out, including the works management and safety coordination during the execution phase and the testing charges;

c) the economic and functional management of the Swimming Pool, including the services of recreational-sporting character, collateral services and administrative and maintenance activities; d) any eventufurther charges as foreseen and better defined in the tender documents. The duration of the concession is 30 years from the date of signing the contract.

During the construction of the works the municipal plant must continue to provide the public service.

It is allowed the participation in the tender by the economic operators and the subjects indicated in art. 45 and following of theD.Lgs. 50/2016 possessing the following requisites:

1) Registration for the activities covered by the tender, in the register of companies of the Chamber of Commerce, Industry, Handicrafts and Agriculture (CCIAA) or, if they are subjects established in other Member States of the European Union, registered in the corresponding professional or commercial registers of the State of residence, as foreseen-art. 83 paragraph 3 of Legislative Decree 50/2016. Pursuant to art. 37 of the Law n. 122/2010, economic operators having their registered office, residence or domicile in countries included in the black lists referred to in Legislative Decree no. 4 May 1999 and to the D.M. 21 November 2001 must be in possession of the authorization issued pursuant to the D.M. December 14, 2010;

2) Non-existence of grounds for exclusion pursuant to art. 80 of the D.Lgs. 50/2016; 3) not to be in the situation envisaged by art.53, c.16-ter, of Legislative Decree 165/2001

a) average turnover related to activities carried out in the last 5 (five) years prior to publication of the Announcement not less than 10% of the investment net of VAT, equivalent to EUR 534 637.50;

b) share capital not less than EUR 267 318.75, equal to 1/20 (one twentieth) of the investment;

c)-in the last 5 (five) years from the date of publication of the announcement, services similar to those of the intervention for an average amount of not less than 5% (five per cent) of the investment envisaged for the intervention (267 318, EUR 75);

d) in the last 5 (five) years from the date of publication of the notice of at least one service similar to that of the intervention-for an average amount of not less than 2% (two per cent) of the investment (EUR 106 927.50).

For similar services referred to in points c) and d) we mean services for the management of swimming facilities including maintenance technological systems and buildings.
