Tenders are invited for Consulting Services for the Study of the Development of the Procurement Strategy and Procurement Plan
The objective of the Mission is to help the Borrower to prepare the procurement strategy for the Intermodal Project on the Dakar-Bamako Corridor in Mali.
These include, among others:

review and become familiar with the Bank`s policies and guidelines for the development of the procurement strategy of the PICDB project;

identify the sources of information that will be used to carry out the various stages of the PPSD, and in particular the market analysis, the operational context, the positioning of the offer and the analysis of the risks associated with acquisitions; a market study of potential suppliers and price references for the activities necessary for the development objectives of the project;

to carry out an assessment of the operational context of the project based on a method such as PESTLE (Political, Economic, Social, Technological, Legal and Environmental) or similar;

to review the procurement operations managed between the Bank and the Borrower under similar projects in the country and provide an analysis of the lessons learned under the new project, in particular with regard to the capacity to the borrower in procurement;

identify the risks of procurement based on data collection, PESTLE analysis, market research and past transactions;

recommend procurement methods and approaches with a view to finalizing a PPM for the project, in accordance with the new procurement framework adopted by the Bank;

to participate in missions, meetings and workshops, when deemed necessary by the World Bank and the Borrower.
The qualification and experience criteria are:

hold a higher degree (at least Bac + 5) in public administration, engineering, law, business administration or international development;

have at least five (5) years of professional experience as an individual consultant in market research and market cost analysis, and have carried out two (02) similar PPSD development missions, preferably in a French-speaking country ;

have knowledge of the supply chain, analytical methods and other analytical tools such as SWOT, PESTLE, risk analysis matrix or equivalent;

have in-depth knowledge of the Bank`s acquisition policy and in particular the Bank`s new public procurement framework, fluency in French is required, English will be an asset;

be familiar with the social, economic and political challenges of the region, in particular Mali.
