REQUEST FOR EXPRESSIONS OF INTEREST

CONSULTING SERVICES FOR AN INDEPENDENT DESIGN REVIEW OF THE MFUM

(NIGERIA)/EKOK (CAMEROON) BORDER BRIDGE DESIGN PROPOSALS

1. The Federal Government of Nigeria and the Government of the Republic of Cameroon received a loan from the African Development Bank toward the cost for the implementation of the Programme for Transport Facilitation along the Bamenda (Cameroon) - Enugu (Nigeria) Road Corridor; and intend to apply part of the proceeds to payments under the contract for CONSULTING SERVICES FOR AN INDEPENDENT DESIGN REVIEW OF THE MFUM (NIGERIA)/EKOK (CAMEROON) BORDER BRIDGE DESIGN PROPOSALS.
2. The Services to be performed under the program shall comprise the Independent Design Review of the Mfum (Nigeria)/Ekok (Cameroon) Border Bridge Design Proposals as part of the requirement for the implementation of the Programme for Transport Facilitation along the Bamenda (Cameroon) - Enugu (Nigeria) Road Corridor.
3. The scope of the services shall include but not limited to:
i. Site visit - Get acquainted with the site condition
ii. Adequacy of the Original Bridge Design Proposal
- Review the concept of the original bridge design to ascertain its correctness and feasibility;
- Review the Geotechnical and Hydrology reports, for the bridge design;
- Audit the bridge design, analyses, calculations, drawings etc. with specific attention, but not limited to the following;
▪ Dimensions of the Box Girders;
▪ Pre-stress system for the main bridge Box Girder; Bridge Elevation Coordinates etc
iii. Adequacy of the Bridge Construction Contractor Optimised Bridge Design Proposal

- Review the concept of the bridge design, to ascertain its correctness and feasibility;

- Audit the bridge design, analyses, calculations, drawings etc. with specific attention

- but not limited to the following;

▪ Dimensions of the Box Girders;

▪ Pre-stress system for the main bridge Box Girder;

▪ Bridge Elevation Coordinates etc;
4. The specific objective of the consulting services is to review the design of the new bridge, which is currently under construction, in order to ascertain the following:
• The adequacy and efficacy of the bridge design; which was originally developed by the bridge design consultant; and
• The justification for an optimization of the border bridge design by the Bridge Contractor-s sub-consultant
5. The total man-month input of the consultant is about Four (4.0) man months spread over a duration of four and a half (4.5) months.
6. The Employer - Road Sector Development Team (RSDT) under the Federal Ministry of Works & Housing working in consultation with the AfDB/World Bank Unit of the Ministry of Public Works Cameroon, now invites consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc). Consultants may constitute Joint-Ventures to enhance their chances of qualification.
7. Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank-s Procurement Policy for the Bank Group Funded Operations dated October 2015, as amended from time to time which is available on the Bank-s website at http://www.afdb.org
8. A Consulting Firm will be selected in accordance with the Quality Based Selection (QBS) method set out in the Operations Manual of Bank-s Procurement Policy for the Bank Group Funded Operations dated October 2015,
9. Interested consultants may obtain further information at the address below during office hours between 9.00 hours and 16.00 hours on working days.
10. Expressions of interest must be delivered (in hard copies or via email) to the address below not later than 17:00 hours (local time) on July 27, 2020 with the subject: CONSULTING SERVICES FOR AN INDEPENDENT DESIGN REVIEW OF THE MFUM (NIGERIA)/EKOK (CAMEROON) BORDER BRIDGE DESIGN PROPOSALS boldly written at the top of the envelope/package containing the Expression of Interest.
