Tenders are invited for Consulting Services for the Implementation of the Installation of Private Veterinary Proximity Services (SVPP).

The Republic of Niger, through the Millennium Challenge Corporation (MCC) has obtained from the United States Government:

• An agreement US $ 9, 850, 000 (under the 609 (g) grant) signed on February 4, 2015 and amended on July 2, 2015 and February 29, 2016
• A US $ 437, 024, 000 financing of a Millennium Challenge Compact, signed on July 29, 2016.

The Government of Niger, in order to achieve the objectives of the Compact (contained in Agreement 609 (g)) intends, in accordance with the provisions of the MCC use part of the 609 (g) grant funds for the recruitment of a Consultant for Consulting Services for the implementation of the Installation of Private Veterinary Proximity Services (SVPP).

This Request for Proposals (RFP) follows the General Procurement Notice (GPN) which has been published on UN Development Bank ("UNDB"), DgMarket and on the MCA-Niger website www.ucpmc.ne on February 27, 2018, and in the local press the Sahel Daily on February 28, 2018.

MCA-Niger expects that consulting firms, NGOs and legally constituted engineering firms present the services of Consultants referenced above ("Proposals"). More information on these consulting services is given in the Terms of Reference.
This RFP is open to all eligible entities ("Consultants") wishing to participate. Subject to the restrictions contained in the RFP, consultants may form a grouping to optimize their ability to execute the contract successfully.

The consulting services and the contract that should be awarded concern the implementation of the Installation of Private Veterinary Proximity Services (SVPP). The SVPP is composed of three components that bring together several actors, whose breeders and their organizations constitute the core.

The benefits are divided into two parts:
• a fixed period of eighteen months (18): this will essentially involve conducting mass sensitization in eligible municipalities on the "local veterinary service" approach as well as an analysis of the problematic animal health in the areas concerned. During this period, the cabinet will make the choice of veterinarians who will be installed with their auxiliaries and village animators.
