FEDERAL REPUBLIC OFNIGERIAFEDERAL ROADS DEVELOPMENTPROJECT CONSULTING SERVICES FOR THE MONITORING OF A 5-YEAR PERFORMANCE-BASED CONTRACT FOR THE MAINTENANCE OFENUGU-ABAKALIKI-MBOK-IKOM-MFUM ROAD (APPROXIMATELY 242 KM) REQUEST FOR EXPRESSIONS OFINTEREST Project ID No.: PO90135Credit No: IDA 44150 This invitation for expressions of interest follows the General Procurement Notice that appeared in UN Development Business online, Issue No.637 of 11 March 2005.
The Federal Government of Nigeria hasreceived a Credit of US$330 million from the International Development Association (IDA) toward the cost of the FederalRoads Development Project (FRDP) and intends to apply part of the proceeds to eligible payments for consulting services for themonitoring of a five-year Performance-Based Contract (PBC) for the maintenance of Enugu-Abakaliki-Mbok-Ikom-Mfum Road(Approximately 242 km) for which this request for expressions of interest is issued.
The consulting services ("the Services") willbe provided to the Federal Ministry of Works through the Road Sector Development Team (RSDT). The Enugu-Abakaliki-Mbok-Ikom-Mfum Road has recently been rehabilitated, and theselection of a contractor, under a PBC, for the maintenance of this road is underway.
The PBC, to bemonitored under the Services, comprises, but is not limited to, the following: maintenance of pavement surfacing and structure; maintenanceof road shoulders;maintenance ofroadside areas (removing obstructions and vegetation control); maintenance of bridges, culverts and drains;maintenance of traffic signs, guardrails, etc.
The Services will include the administration of the PBC and the verification of works and services to be performed by thecontractor. Responsibilities under the Services include: (i) the review and recommendations related to the project documentsprepared by the contractor; and (ii) checking and recommending payment certificates based on verification of the PBC service levelsor works done and measured by various testing equipment, such as profile-meters and Falling-WeightDeflectometer.
The RSDT, on behalf of the Federal Ministry of Works, now invites eligible consulting firms("Consultants") to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualificationsand relevant experience to perform the Services.
The short listing criteria are: General qualification: Capacity of the Consultant to carry out the Services, to bedemonstrated by sufficient years in business with core business in similar activities to those under the Services, annual turnoverof the Consultant, and overall number and qualifications of Consultant''''s key staff. A brief presentation of the Consultant''''sprofile shall be provided.Satisfactory experience and capacity in the monitoring and/or supervision of Output andPerformance-based Road Contracts (OPRC), Performance-based Contracts (PBC), or similar types of road contracts.
The Consultants areencouraged to present the information demonstrating the fulfilment of this criteria in the form of project profiles including: theproject name, the location of the project, the name and address of the client/beneficiary, the name(s) of associated firm(s) ifany, the duration of the assignment, the start and end date ofthe assignment, the total value of the contract, the total number ofstaff-months of the assignment, the valueof the services provided by the Consultant under the contract, the number of professionalstaff-months provided by the associated firm(s), the names of the Consultant''''ssenior staff involved and functions performed, abrief narrative description of the project, and a description of the actual services provided by the Consultant''''s staff under theassignment.
The description ofthe services provided shall specify the type of roads and the works subject to the services, thelength of roads, and the location of the roads. Consultants may associate with other firms in the form of a joint venture or asub-consultancy to enhance theirqualifications. A Consultant will be selected in accordance with the Consultants'''' Qualifications (CQS) methodset out in the Guidelines: Selection and Employment of Consultants under IBRD Loans u0026 IDA Credits u0026 Grants by World Bank Borrowers, January 2011.
The Expressions of Interest should therefore be detailed enough to demonstrate that theprospective candidate has the required experience and competence relevant to the Services. Expressions of Interest must be deliveredto the address below not later than 2.00 pm on 2nd February2015.
