Expression of Interest are invited for Consulting Services to Carry out a Feasibility Study on the Program to Build Resilience for Food and Nutrition Security in the Horn of Africa (HOA) Region.

IGAD DROUGHT DISASTER RESILIENCE AND SUSTAINABILITY INITIATIVE (IDDRSI)

The IGAD Secretariat has received funding from the African Development Fund (ADF) to cover the cost of the second phase of the ‘Drought Resilience and Sustainable Livelihoods Program (DRSLP)’, hereinafter referred as the ‘Program to Build Resilience for Food and Nutrition Security in the Horn of Africa (HOA) referred as the ‘HOA Program’. The Secretariat has decided to allocate a portion of the funds to finance a contract for consultancy services to undertake a feasibility study of the HOA Program

2. A summary of the services to be provided under the contract include the following:
- Consult and hold discussions with relevant ministerial departments and agencies, and civil
society organizations on the criteria for selecting areas of intervention;
- Propose intervention areas based on the IDDRSI Country Programming Papers, Regional
Programming Paper, identifying the resilience priorities of the countries; and the land
degradation "hotspots", as identified in the Land Degradation Neutrality (NDT) process;
- Conduct an economic and financial analysis of the program at country and regional level;
- Identify the promising priority sectors by country that will be supported throughout the value
chains of targeted outputs;
- Validate activities for the country in consultation with all major stakeholders; estimate their
costs and assess their technical and economic feasibility, including identification of risks and
mitigation measures;
- Identify beneficiary capacity building activities;
- Identify and propose actions to promote gender and social inclusion;
- Identify the communication actions to be used both at national and regional levels in
connection with the proposed actions;
- Exchange with stakeholders and beneficiaries on strategies for implementing program
activities at national and regional levels, reflecting the role of municipalities, civil society and
beneficiaries;
- Develop a logical framework for the project, based on results-based management (RBM);
- Identify the priority actions and the implementation modalities of the program;
- Develop a program cost table for each country component and for the overall program by
component;
- Evaluate the sustainability of the program`s actions and propose measures appropriate for
enhancing sustainability;
- Develop a provisional timetable for the implementation of each activity component, each
country component and for the whole program;
- Propose the institutional scheme of implementation, the operational mechanism and the
partnerships to be fostered;
- Develop a Strategic Environmental and Social Assessment Study (SESA) of the program;

- Prepare a project preparation report for the component of each IGAD member country as well
as the regional component, including the description, location, quantities and costs of the
proposed activities, a provisional schedule for carrying out the activities, and the approach of
their implementation, taking into account experiences gained from the DRSLP project;
- Prepare a project preparation report at the regional level, ensuring coherence with the IDDRSI
Platform and its related resilience enhancing initiatives, including; the Regional Pastoral
Livelihoods Resilience Programme (RPLRP), the Initiative for Cross-border Cooperation in
the Implementation of IDDRSI, the Support for Effective Cooperation and Coordination of
Cross-Border Initiatives (SECCCI) in 7 cross-border areas, namely; Mandera, Omo-Turkana,
Mayle-Marsabit, Benshangul-Gumuz, Karamoja, Dikhil and Blue Nile State; as well as the
African Development Bank`s "Feed Africa" strategy.
