Expression of Interest are invited for Consulting Firms to Indicate Human Resource Policy and Strategic Directions a Formative Evaluation.
The services to be provided under the Assignment include:

a) A diagnostic study of the Bank’s institutional environment in relation to strategic human resource

management, with focus on the structures, systems and people processes to drive the Bank’s Long

Term Strategy in a sustainable manner; clarity of roles and segregation of duties in the context of

decentralization and delegation of authority; and Bank’s technical competences and readiness to

deliver the Long Term Strategy and the High Five priorities.

b) Benchmarking with 4-5 relevant comparator institutions (multilateral, bilateral, not-for-profit and

private) and draw lessons from their experience in strategic human resource management

particularly in the context of organizational transformation.

c) The evaluation technical report, which is expected to be available in the first quarter of 2017.

3. The Independent Development Evaluation (IDEV) department invites Consulting Firms to indicate

their interest in providing the above-described services. Interested eligible Consulting Firms or

associations of Consulting Firms shall provide information on their qualifications and experience

demonstrating their ability to provide the services (documentation, references for similar services,

experience in comparable Assignments, availability of qualified staff, etc.).

4. The eligibility criteria, the establishment of a short list and the selection procedure shall be in

conformity with the Bank’s Rules and Procedure for the Use of Consultants under projects

financed by the Bank Group, May 2008 Edition, revised on July 2012 available on the Bank Website

at http://www.afdb.org. Please, note that interest expressed by a Consulting Firm does not imply

any obligation on the part of the Bank to include it in the shortlist.

5. The estimated duration of services is 4 months and the estimated starting date is 1

st December 2016.

6. Interested Individual Consultants may obtain further information at the address below during the

Bank’s working hours: 9:00 hrs. to 17:00 hrs.

7. Expressions of interest must be received at the address below (either electronically by email or hard

copy by post) no later than 20th October 2016 at 17:00 hrs. local time and specifically mentioning
