Tender Details

Expression of Interest are invited for Consulting Firms and Individual Consultants for the African Natural Resources Center.
Consultancy assignments relating to the following natural resources fields of

expertise: renewable (water, forestry, land and fishery) and non-renewable (oil, gas

and minerals) resources;

ii) Promote governance and provide information on the changing nature of

governance in natural resources t

. iii ) Provide advisory Support services for integrated natural resources

management to balance development of renewable (water, forestry, land and fishery)

and non-renewables (oil, gas and minerals) resource contributing to the African

Development Bank’s High 5 priorities.

iv) Provide advice for proper planning and good governance of natural

resources to support negotiations, domestic linkages and transept through public

participation

v ) Provide strategic advice for negotiating concessions and

commercial agreements

vi ) Design policies for performing domestic linkages through multiuser,

multi-purpose infrastructure

vii) Advise on how best African countries can understand the economic and

environmental trade-offs associated with developing different resources types,

viii) Provide the right tools to be used in assisting governments in mitigating

environmental impacts and ensuring the sustainability of renewable resources .

ix) Perform any other business as required by the director of the African

Natural Resources Center .

3. ESSENTIAL SPECIALIZED SKILLS/COMPETENCIES

For Individual consultants :

o At least 10 years of relevant work experience, with a focus on advisory support

for other international, regional or bilateral development organizations;

o Master’s degree or equivalent in in a relevant discipline (e.g. Natural Resources

Management, Forestry, mining, Oil and Gas, Land management, Water resources

management, fisheries?

Knowledge of the relevant sector regulatory environnement

o Fluent in English or French

Be national of a member country of the Bank

For Consulting Firms :

Interested eligible Consulting Firms or associations of Consulting Firms shall provide

information on their qualifications and experience, demonstrating their ability to provide the

services (documentation, references for similar services, experience in comparable

Assignments, availability of qualified staff, etc.).

4. The African Natural Resources Center invites qualified experienced Consulting

firms and Individual Consultants to indicate their interest in providing the abovedescribed

services. Interested eligible firms and individuals shall provide information

on their qualifications and experience demonstrating their ability to undertake the

assignments (CV, documentation, references for similar services, experience in

comparable assignments, etc.).

5. The eligibility criteria, the establishment of a short list and the selection procedure

shall be in conformity with the Bank’s Rules and Procedure for the Use of

Corporate Consultants. Please, note that interest expressed by a Consultant does not

imply any obligation on the part of the Bank to include him/her in the shortlist or

offer them assignments.

6. The estimated duration of services will vary depending on assignment

accomplishments in the relevant field of natural resources will also need to be
