Consultants or consulting firm for carrying out the institutional and organizational audit of the Center for Construction and Housing (CCL) One of the institutions implementing the urban policy of the third five-year plan (1976-1980) was the Center for Construction and Housing (CCL). It was established by Decree 11067-258 of 29 December 1967 inthe framework of a technical assistance agreement between the United Nations Development Program (UNDP) and Togo.The Center was made operational from 1970 and has the mission, in accordance with the decree of creation, to promote development of the local economy in construction and to ensure the development of local materials and theirgood use, especially by disseminating methods and methodsof construction, while assisting in the training and improvement of the manpower necessary for the application of popular techniques. As such, he is in charge of developing low cost construction materials from local resources, processes and construction methods.to improve existing traditional techniques. As part of its mission, the CCL played a pilot role at the endof the 1980s as the Subregional Center for Research on Building Materials (CEREM) of the Benin, Burkina Faso, Guinea Conakry, Senegal and Togo. It has (i) developed quality and price materialscompetitive products currently produced and patented; (ii) produce localized housing plan albums in local materials that are improved and available to the public; (iii) trained enough construction workers from its materials and techniques, (iv) undertaken and tested, with the support of the Agroresources Laboratory of the University of Lom, The general objective of the mission is to carry out an institutional and organizational audit in order to clarify the attributions, roles and responsibilities of the CCL and to identify the human resources, material and financial means necessary for its proper functioning.
