Expression of Interest are invited for Consultants for the Development of the Strategic Development Plan (PDS) of the Forest, Wildlife and Water Resources Sectors.
Expressions of interest
The Ministry of Waters and Forests of the Republic of Côte d'Ivoire has obtained funds under the Debt Reduction and Development Contract (C2D) signed between France and Côte d'Ivoire and managed, on the French side, by the French Development Agency (AFD), and intends to use part of these funds to make payments under the “Development of the Strategic Development Plan (PDS) for the Forest, Wildlife and Water Resources” Market .
The objective of the study is to define a more integrative vision of the management of natural resources, the good conservation of which is subject to numerous constraints both nationally and internationally.
The purpose of the Consultant Services will be:
Ø Develop and validate three (03) emergency plans (2020-2030) for the wildlife and water resources sectors as well as the forest products development sub-sector in coherence with the objectives of the National Plan Development (PND) and the main international priorities in terms of sustainable development of natural resources and the environment, the 2019 Forest Code, water policy, National REDD + strategy, preservation and rehabilitation policy and extension of forests and the strategy that operationalizes it;
Ø Produce a draft Strategic Development Plan (2020-2045) consistent with all the policies and strategies affecting the sectors, in particular the objectives of the National Development Plan (PND) and the major international priorities in terms of sustainable development of natural resources and of the environment ;
Ø Actively involve (Consult with) all the national stakeholders in natural resource management (forests, wildlife and water resources) in the development of PDS emergency plans, through their solicited written comments and workshops planning / validation with a view to keeping them informed of the challenges of the sustainable management of said natural resources;
Ø Involve technical and financial partners in the development process so that at the end of the process they have a consensual planning document capable of effectively directing their technical and financial support in the short, medium and long term;
Ø Develop two operational plans (2020-2030) for the La Mé and Nawa regions on a pilot basis.
The duration of the Study is estimated at six (06) months.
The Ministry of Water and Forests invites study firms to express their interest in providing the Services described above.
The eligibility criteria for AFD financing are specified in article 1.3 of the “Directives for the award of contracts financed by AFD in foreign countries”, available online on the AFD website www .afd.fr.
Interested firms must provide information demonstrating that they are qualified and experienced to perform these Services. As such, they will justify that they have references to recent and similar services (in particular by providing associated project files).
The similarity of the experiences will be analyzed according to the defined criteria, in particular:

- The size and complexity of the markets;

- The nature of the Services (elaboration of strategic development plan or sectoral matrix or public development project);

- Domain and technical expertise (sectoral and regional strategic planning, public development projects and programs, specific to the field of natural resources (forest, wildlife and water resources));

- From the geographic context: West Africa or in an area with a forest configuration identical to Côte d'Ivoire.
The team in charge of drawing up the strategic development plan or sector matrix in the forest, wildlife and water resources sectors must be composed of four (04) experts, a main consultant and three assistants, with the following references:
- a senior expert holding at least a BAC +5, with skills in strategic planning of long-term programs and the elaboration of public development projects.

He must justify having carried out or participated in the realization of at least three (03) missions in this field (team leader);
- a forestry expert or ecology expert (at least BAC + 5), having carried out or participated in the realization of at least two (02) missions in this field;
- an expert in wildlife management or specialist in the management of hunting resources (at least BAC + 4), senior expert who has carried out or participated in carrying out at least two (02) missions in this field;
- an Expert in hydraulics or integrated water resources management (at least BAC + 5), having carried out or participated in the realization of at least two (02) missions in this field;
The research firms must also justify, during the Request for Proposal phase, the availability of qualified French-speaking consultants, with solid experience in the fields of the mission.
The application files must include:
- the letter of expression of interest from the firm addressed to the Ministry of Water and Forests;

- the presentation leaflet of the firm or the Group with the full address (location, agent, post office box, email, commercial register, etc.);

- the general experience of the firm or group;

- specific experience and references (associated project sheets and certificates of good performance or of good performance) in the field of the assignment;

- the firm's commercial register;

- indicative Curriculum Vitae for key personnel proposed by the firm or group for the mission.
If the consultant is grouped, the expression of interest must include:

- A copy of the grouping agreement concluded by all of its members.

OR

- A letter of intent to form a grouping in the event that its proposal is accepted, signed by all its members and accompanied by a copy of the proposed grouping agreement.
The consultant must attach the signed and signed Declaration of Integrity to his application (given in the appendix). Failure to do so will mean rejection of the application.
The Ministry of Water and Forests of the Republic of Côte d'Ivoire will draw up a shortlist of six (06) candidates maximum, preselected on the basis of the applications received, to which it will send the Request for Proposals for the provision of the Services required.
Expressions of interest, written in French, must be submitted in nine (09) paper copies (including one original), and in a closed envelope, with the words "Expression of Interest for the recruitment of a Provider for the 'elaboration of the strategic development plan for the forestry, wildlife and water resources sectors' at the address below, at the latest on …………… .2019 at 9 a.m.
