Tender Details

Tenders are invited for Consultant in Training of Trainers in Inclusive Education - Chad (Lake Region).

HI INTERVENTIONS IN CHAD

Humanity & Inclusion has been present in Chad in a discontinuous way since the 1990s (previously under the name Handicap International). HI operates in N'Djamena and BET (North) in the regions of Borkou and Ennedi West, Ouaddaï (East), and Lake Chad (West) and in the South in the Western Logone Region (Moundou).

The main areas of intervention today are:

o Mine action including non-technical and technical surveys, risk education, mine clearance and clearance.

o Assistance to victims, people with disabilities and other vulnerable people

o Physical rehabilitation.

o Inclusive education in partnership with the NGO COOPI.

o Socio-economic integration of vulnerable households through the development of IGAs and support to groups.

o Inclusive local development and support for community solidarity.

The HI projects implemented in Chad are currently funded by the European Union, ECHO, UNICEF, AFD, CDCS and SDC (Swiss Cooperation).

The strategy of HI in the country for 2019-2021 is to continue the development of the Program both in terms of emergency responses but especially development projects, in a logic of Nexus allowing the strong overlay of approaches according to the needs of the country. context. This relies on its "core business" (assistance to vulnerable people including people with disabilities, inclusion, mine action, physical rehabilitation and socio-economic integration ...) while expanding its range of sectors to meet real needs and seeking innovative and sustainable solutions for the socio-economic development of the most vulnerable in Chad.

PURPOSE OF THE CONSULTANCY

The purpose of the consultancy is to provide training and coaching for future inclusive education trainers who will be responsible for training teachers in the project area.

CONTEXT OF CONSULTANCY AND PRIORITY NEEDS

The consortium formed by the NGOs COOPI and Humanité & Inclusion (HI, the new name of Handicap International) in the region of Lake Chad, aims to meet the urgent needs of education, protection and psychosocial support for the populations affected by the actions of the Islamic State in West Africa (EIAO eg Boko-Haram) and population movements. Before the events that saw thousands of people moving, the school enrollment rate in the Lac region was very low (24%). Vulnerable children (separated children (ES), unaccompanied children (ENA), orphaned children (OW), children with disabilities (EH) and girls), face even greater obstacles in accessing services and are in favor of most are excluded from an already failing educational system.

The joint action of COOPI and HI aims to provide continuity of education for children affected by the humanitarian crisis in Lake Chad through two projects funded by ECHO, Swiss Cooperation and Unicef. The educational responses aim to involve out-of-school and vulnerable children through educational activities adapted to their needs. These interventions contribute to increasing basic infrastructure capacity, provide quality education for all and help protect children from violence, manipulation and terrorism. The beneficiaries of these actions are children and adolescents, girls and boys, including the most vulnerable, communities and education personnel (teachers, directors, educational advisors,

As part of the aforementioned consortium, Humanité & Inclusion is working more specifically on the inclusive education component through two types of complementary actions: child-centered activities and those focused on the environment. Child-centered activities consist mainly of implementing a personalized approach: school monitoring, educational support activities, home visits. Environmental-focused activities target both the community through mass or targeted sensitization sessions, training community relays for protection as well as inclusion; but they also target education personnel (teachers, inspectors, counselors and other educational managers) through training, retraining or pedagogical follow-up. The Regional Delegation for Education and Youth (DREJ) is involved as a partner for the different activities of the NGO.

In the project intervention area, inclusive education has already had two years of pilot phase since May 2016. In the first school year (2016-2017), 11 localities were targeted by the project. During the second year (school (2017-2018), the implementation of inclusive education first targeted 19 localities and then spread to 31 localities during the year.

In the intervention area of ??the project, there is an almost total absence of skills in terms of diagnosis of pathologies, as well as in terms of specialized centers. These skills are mainly in the capital, N'Djamena, about eight (8) hours away. In fact, the know-how about inclusive education is mainly supported by Humanité & Inclusion. In the area, teaching conditions are precarious (students are often on the floor, on mats, without whiteboards ...) and a majority of teachers have a contractual status, financed by ECW (emergency fund). for education). To this end, HI's skills enhancements have focused mainly on differentiated pedagogy, multi-sensory teaching and taking into account individual needs in teaching. This pedagogy is meant to be beneficial to all students in a class. Specialized teaching approaches in an inclusive environment have not yet been brought to the fore.

During the 2017-2018 school year, seventy-nine (79) people received training on inclusive teaching methods. Among these 79 people, there are teachers, community teachers and other pedagogical leaders at the level of the Pedagogic Inspectorates of Primary Education (IPEP) and the Regional Delegation for Education and Youth (DREJ).

A study on " Lessons Learned and Perspectives in Inclusive Education " was conducted during May 2018 to define development paths for inclusive education across Chad.
