For every child,

For more than 20 years, Global Affairs Canada (GAC) funds bi-annual vitamin A supplementation and deworming campaigns in Madagascar as well as in many other countries around the world. It is important to generate evidence of efforts made by the Malagasy Government, with support of its technical and financial partners, to strengthen the health & nutrition community platform that will facilitate the introduction of vitamin A supplementation and deworming in routine health services.
Although many initiatives and new developments in the field of community health & nutrition have happened in Madagascar in recent years, there is no documentation describing those to demonstrate progresses made and path that remains to be completed to have a functional and complete health system. This situation analysis work requires a minimum of 20 days of full-time work, which no member of the nutrition section can dedicate because of many other priorities. On the other hand, the next report to GAC is due in January 2019 and products of this consultation must be integrated in.

How can you make a difference?

1. General objective:

To document the process and identify opportunities for integration of vitamin A supplementation and deworming into routine health systems, community health platforms and networks.

2. Main tasks to be completed:

The consultant will accomplish the following tasks:
• Conduct a literature review of health performances in Madagascar, access to health centers, number of staff, number of qualified staff, utilization, reasons for non-utilization and how the development of the community platform is essential to ensure equitable delivery of the essential health & nutrition service package;
• Complete a literature review of normative health and nutrition documents containing or referring to the community level, its current scale of implementation and monitoring and its prospects for scaling-up;
• Review of different bilateral and multilateral donors' efforts (non-exhaustive initial proposed list: Global Financing Facility, Gavi, Global Fund, other World Bank, USAID, etc.) to improve the community platform and how these funding opportunities are/ will be supporting the strengthening of this platform and identify key opportunities for how and when routine vitamin A supplementation and deworming at community level will benefit from these efforts;
• Realize individual interviews at national level with key stakeholders to support and contextualize literature, document reviews and capture their respective perspectives;
In all tasks, capture efforts made or planned to improve the health and nutrition of girls, boys, women and men (gender aspect); and identification of gender roles in future efforts to integrate VAS and deworming into community health systems and platforms e.g. the role of men in supporting and promoting demand and uptake of services by women and caregivers.

3. Deliverables and timetable:

All deliverables must be submitted for review and comments by the supervisor and the Section Chief before the last day of the consultation. The supervisor will review and provide comments/feedback for the consultant to consolidate and integrate before submission of final document.
The payment will be made at the end of the consultation based on (1) satisfaction of UNICEF with the final submitted products and (2) the financial offer that will have been accepted by UNICEF.

4. Supervision and monitoring mechanisms:

The consultant will work under the supervision of the Nutrition Specialist P4 and in close collaboration with the UNICEF's Nutrition and Health Teams.

5. Working Conditions:

The consultant will be based at the UNICEF office in Antananarivo. He/she will have to provide his own computer / laptop. The telephone and internet connections will be provided by UNICEF.

The financial offer must include travel expenses (airfare) and daily subsistence allowance (daily rates) if applicable, and fees. Travel to meet partners essential to accomplish tasks under the present terms of reference will be provided by UNICEF but the consultant will be responsible for any other travel.

Required profile

• Have at least a master's degree in nutrition and/or public health

Required experiences

• At least 5 years of relevant international professional experience with nutrition and/or public health programs (community-based nutrition, health systems strengthening, etc.)

Required competencies

• Excellent spoken and written French and English (advanced level)

• Have good teamwork skills in a multicultural environment

• Have a good knowledge of the usual computer software (Word, Excel ...)

• High commitment to work considering the following values: ethics diversity, inclusion, integrity

• Basic skills: communication, teamwork, analysis

• Functional competencies: technical expertise, learning and research, analyzing and formulation of concepts and strategies

• Having worked in Africa will be considered an asset.
