Expression of Interest are invited for Consultant Services for Implementation of the Action Plan Resulting from the Study on National Strategy for Urban Planning and Management Integrated, Taking into Account the Prevention of Flood Hazards and Adaptation to Climate Change.

1- This solicitation of expressions of interest is in response to the General Procurement Notice for the Rainwater Management and Adaptation to Climate Change Project (PROGEP) published on March 21, 2011 in the UN Development Business.

2- The Government of the Republic of Senegal has obtained, within the framework of the Rainwater Management and Adaptation to Climate Change Project (PROGEP) aimed at combating floods and promoting the sustainable city approach, a additional funding from the Nordic Development Fund (NDF) and intends to use part of the amount of this grant to make payments under the study contract for the implementation of the action plan resulting from the study on the national strategy for integrated urban planning and management, taking into account the prevention of flood risks and adaptation to climate change.

3- The objective of the mission is to support the Municipal Development Agency (ADM) and the key players of PROGEP in the implementation of activities resulting from the Action Plan proposed in the National Strategy for Planning and Development. integrated urban management, taking into account the prevention of flood risks and the adaptation to climate change. The consultant's activities will focus more specifically on the following points: (i)

Institutional and financial analysis for the implementation of the strategy; (ii) Identification of the municipalities benefiting from the activities and (iii) Implementation of a pilot project in two communes .

4- For more information on the required services, the consultants will be able to consult the terms of reference, as well as the study on the national planning strategy on the sites of the Nordic Development Fund ( http: //www.ndf .fi / ) and the Municipal Development Agency ( http://www.adm.sn/ )

5- The mission is scheduled for a period of six (06) months from February 2019.

6- The total amount of benefits is estimated at two hundred and fifty thousand (250, 000) euros, maximum.

7- The ADM, in charge of executing PROGEP, invites eligible firms to express their interest in providing the services described above. Interested firms must provide information indicating that they are qualified to perform the services, namely:

- their legal status;

- main activities and years of existence;

- qualifications in the field of the service requested, as well as brochures and references concerning the execution of similar contracts;

- the organizational and technical capacity of the firm;

- customer references;

- CVs of the required staff;

- and any other information deemed relevant.

The Consultant team should, as a minimum, include the following key personnel :

- An urban planner-architect of BAC + 5, head of mission, with more than 20 years of experience with a specialization in urban planning, and with skills in the development of easement documents related to natural hazards and technology. It should also have at least two references in conducting institutional studies on issues similar to those of PROGEP;

- A hydraulic engineer BAC + 5, specialist in hydrology and stormwater, with at least 15 years of experience and 2 similar projects.

- A BAC + 5 engineer, specialist in modeling and climate change adaptation strategy with 15 years of experience. He must have completed at least two similar projects;

- A BAC + 4 sociologist with at least 10 years of experience and a minimum of 2 similar projects.

The Consultant will be able to acquire additional skills for carrying out the mission,

if he deems it necessary.

The maximum number of pages constituting the expression of interest of the consultant is limited to 100.

8- The consultants can join to strengthen their respective skills.

9- A Consultant will be selected according to the Selection Method Based on Consultant Qualifications (QC), in accordance with the Procurement Guidelines of the Nordic Development Fund. The CVs of the candidates making up the key personnel will have to be submitted at this stage. They will be evaluated.

10- The selection of the Consultant will be based on the evaluation criteria below:

- qualifications and experience of key personnel to be mobilized;

- experience of the firm relevant to the assignment;

- organizational and technical capabilities of the firm;
