A consultant for an expertise study in packaging solutions and sustainable procurement (Niger, sub-region and neighboring countries)

GRET, an association of solidarity development professionals, has been working in Niger since 2009 on actions to combat malnutrition. In January 2017, he and the WFP (leader) initiated the FOPAT project (Fortification of processed food products for everyday consumption) in Niger, whose objective is to improve the quality and availability of fortified foods.

As part of the project, GRET is in charge of supporting local processors (mainly farmers' organizations) to produce, market and promote quality fortified local products targeting the general public for everyday consumption. It will then support the establishment of a quality label and a certification process at the national level.

The objective of the study is to clarify the current supply of food packaging in Niger, in the sub-region or neighboring countries (but also beyond if necessary) and to make recommendations. to put in place a reliable and sustainable supply chain adapted to Niger's stakeholders in priority and in the sub-region and in compliance with national and international regulations. It will be about prospecting and identifying suppliers with the best quality, price and delivery times.

Profile sought for external expertise

The consultant sought for this study should be a consulting firm or a pool of experts working for at least five (05) years in the field of packaging and the supply chain:

· The members of the team must have the profiles, and hold the following diplomas: engineer in food engineering, industrial engineering, expert in logistics and supply (supply chain) or any other equivalent diploma or qualification;

· Previous experiences in conducting similar studies will be evaluated;

· The team must be bilingual (English / French) and combine complementary expertise to meet the different needs of the study.

Calendar :

The study will last for a maximum of 6 months. This period includes the return of the results and the submission of the final report. The beginning of the study is planned immediately after the selection of the consultant.

Budget:

The maximum amount foreseen for the completion of this contract is set at EUR 90, 000.

Submission of a proposal

The consultant will:

· Organize a workshop to report the first results at the national level with all the project partners and all stakeholders involved in packaging issues;

· Provide a report of the study in accordance with all objectives cited in the ToRs.

Deadline for submission of the proposal: the deadline for the submission of tenders is extended to 25 September 2018 at midnight (French time).
