Expression of Interest are invited for Consultant for the Elaboration of Specifications for the Creation of a Trading Room within the Public Debt and Gifts Department (DDPD).
The Government of the Republic of Côte d'Ivoire has secured from the African Development Bank Group, loan financing (ADF and FAT) and grant (ADF and FAT) for the financing of the Support Project for the Economic and Financial Management (PAGEF). Part of the amount of this funding will be used for the remuneration of individual consultant services.
The purpose of this EOI is to solicit individual consultants to be shortlisted for consultation on the " Selection of an individual consultant for the elaboration of a specification document". view of the creation of a trading room within the Public Debt and Gifts Department (DDPD) ".
The implementation of this activity will be carried out under the direct supervision of the Technical Coordination Unit in liaison with the beneficiary technical structure.
This mission, which will last for thirty (30) calendar days, aims to draw up specifications for the creation of a Market Room within the Public Debt and Gifts Department.
Specifically, it is:
- describe the characteristics, structure and operation of the proposed trading room, based on the debt strategy and the liquidity needs expressed by the State;
- to identify the different platforms to which this room could be connected and to specify the reasons;
- to clarify the developments of computer links between the inventories of the different market makers and the valuation tools they use to determine the prices offered to their customers for reasons of transparency of the information related to financial transactions;
- to identify the possibilities of interfacing with the computer systems of the banks and customers of the banks for the facilitation of the processing of the operations which can as of their confirmation, to arrive directly in the systems of settlement and delivery without any manual intervention of the front and back office (straight through processing);
- to describe, for the type of market proposed, the transactions that could be executed on the platforms and present the information that could be collected by insisting on the means that they would provide in terms of measuring the performance of potential market participants ( number of requests and profile of customers, volume treated ...) and in terms of use that could be made by issuers, such as agencies issuing public debt, to analyze the secondary market of their debt or regulatory agencies of the bond market or even supervisors;
- to identify levels of computer security adapted to the characteristics described above ;
- to propose an evaluation of the needs in terms of equipment and organization of the services of the Public Debt Department and Donations for the setting up of the trading room;
- to identify the need for human resource capacity building for effective operation of the trading room;
- to evaluate the financial costs of the logistics, the organization of the services and the training of the personnel for the effective functioning of the trading room.
The PAGEF Technical Coordination Cell invites eligible individual consultants to apply for the services described above. Eligible interested individual consultants must provide information on their qualifications and experience demonstrating that they are qualified for the services ( dated and signed curriculum vitae, certified copies of diplomas and proof of references to services performed in the field of creation trading room or finance or stock market) .
