Expression of Interest are invited for Consultant for Decommissioning Studies for the Bel Air CI and CII Power Plants and the Tag I Power Plant at Cap Des Biches.

1. This public call for events of interest follows the General Procurement Notice published on the public procurement portal www.march éspublics.sn and in the newspaper Le Soleil of 03 January 2018.
2. Senelec solicited and obtained funds for the financing of the contract for the "Selection of a Consultant for decommissioning studies for Bel Air's CI and CII power plants and the TAG I power plant at Cap des Biches". intends to use some of these funds to make payments under the Contract for the "Selection of a Consultant for decommissioning studies for the Bel Air CI and CII power plants and the TAG I power plant at Cap des Biches" .
3. The services include support, assistance and advice throughout the selection process and the implementation of the chosen solution:

At the end of the support mission, it will be necessary to provide Senelec with a result of studies enabling it to compile its bidding documents relating to the decommissioning of the CI, CII and TAGI power plants in order to to make the sites that house these power plants viable, and to be able to install other facilities.

The consultant's work should include the identification of all risks associated with deconstruction operations, the identification of the precautions to be taken to safely conduct the deconstruction, the management of waste and pollutants during and after the deconstruction phase.
4. The mission will be entrusted to a Cabinet which will involve a staff with a very good knowledge in:

ü Site decontamination, and waste management;

ü The dismantling of facilities,

ü The upgrading of equipment,

ü The demolition of buildings,

ü The viabilisation of sites.

The Consultant will present in the Request for Proposals phase a team of experts with skills and references in the following areas:

• Environmental studies projects;

• Dismantling of power plants (thermal or diesel or steam);

• Dismantling studies of a boiler;

• Industrial waste management;

• Decontamination (asbestos removal) of industrial plant;

• Hazard studies;

• Design office;

• Operation of power generation plant;

• Purchase and sale and revaluation of industrial materials.

4. Interested candidates are invited to express their interest in carrying out the services described above by providing information indicating that they are qualified to perform the services (the nature of the applicant's activities and the number of years of experience, the candidate's qualifications in the field of services and in particular references concerning the performance of similar contracts, the technical and managerial organization of the firm, the general qualifications and the number of professional staff).
NB: Candidates are requested to provide this information in 25 pages maximum.
Applicants may partner as a joint venture or subcontract with one or more other consultants to enhance their respective skills. Any Applicant intending to associate with other consultants must provide a consortium agreement clearly indicating the leader who will be the sole interlocutor of Senelec in the conduct of the mission, if any, an attestation of contractual contracting intention duly signed by the parties. It should be noted that in the context of this call for expressions of interest, two candidates will not be able to associate.
Senelec invites eligible Consultants to express their interest in providing the services described above. Interested Consultants must provide information demonstrating that they have the required qualifications and experience relevant to the performance of the Services (brochures, references regarding the performance of similar contracts, experience under similar conditions, etc.).
