NOTICE OF EXPRESSION OF INTEREST
FOR THE SELECTION OF A CONSULTANT FOR THE CONTROL AND SUPERVISION

OF REINFORCEMENT AND DEVELOPMENT WORK ON THE KANAWOLO - KORHOGO ROAD
1. The Government of the Republic of Côte d`Ivoire has obtained funds from BOAD to partially finance the work to strengthen the Kanawolo - Korhogo road, and intends to use part of these funds to make payments to title of the service contract (intellectual services) subject of this notice of expression of interest.
2. The services include project control and monitoring, namely:

i) Validation of technical studies, ii) monitoring the implementation of measures to mitigate the impact of the project on the environment and iii) monitoring and work supervision (general supervision of the execution of works and execution of the company`s works contract, technical control and supervision of works, financial monitoring of the execution of works, drafting of periodic reports, assistance with provisional and final acceptance of works).
The duration of the service is thirty (30) months including twelve (12) warranty periods.
The purpose of the project is to strengthen the Kanawolo - Korhogo road over 99 km, including the development of 9 km of urban crossing in 2 × 2 lanes, the construction of two (02) interchanges (Kanawolo and Torgokaha), footbridge, wide-body car park and the development of three crossroads in Korhogo. Social infrastructure and asphalting of 9 km are also planned in the sub-prefectures of Tioronianrandougou (3 km), Napié (3 km) and Torgokaha (3 km).
The road structure selected for reinforcement is as follows: i) recycling of the existing road over a thickness of 25 cm with a cement improvement of 3%; ii) the use of a double gravel monolayer; and iii) the installation of a bituminous concrete covering to a thickness of 6 cm on the roadway and 3 cm on the shoulders. For the enlargement and fitting out, the following structure is used: i) a 20 cm form layer in natural lateritic gravelly; ii) a 20 cm base layer of natural lateritic gravelly; iii) a 20 cm base layer of lateritic gravelly improved with 4% cement; and iv) a coating of bituminous concrete with a thickness of 6 cm on the roadway and 3 cm on the shoulders. The sidewalks will be treated in 8 cm thick self-locking pavers.
3. Interested candidates are invited to express their interest in the provision of the services described above by providing information indicating that they are qualified to perform the services (the nature of the candidate`s activities and the number of years of experience, the candidate`s qualifications in the field of services and in particular the references concerning the execution of similar contracts, the technical and managerial organization of the firm, the general qualifications and the number of professional staff, the average annual turnover on the last three years or over the period of the firm`s existence, whichever is shorter.). Applicants are requested to provide this information not to exceed approximately 15 pages.Tenderers will be evaluated on the basis of the rating grid annexed to this notice. The minimum score required to appear on the shortlist is 50 points out of 100. NB: A candidate who submits more than one offer, alone and / or in a group, will be disqualified.
4. A list of candidates, no more than six (6) 1, with the best skills required to perform the services will be established by the Contracting Authority; these preselected candidates will then be invited to present their technical and financial proposals on the basis of the Proposal Request Package which will be given to them for the performance of the services required; a candidate will be selected according to the selection method based on the technical quality and the amount of the proposal (cost quality selection).
5. The procedure of this expression of interest will be carried out in application of the Directives for the procurement of consultancy services financed by a loan or a cash advance from the West African Development Bank.
