INVITATION TO BID FOR CONSULTANCY

Save the Children International (SCI) Somalia program hereby invites interested consultants to bid for the consultancy assignment detailed below

1 Title of Consultancy

Terms of reference for consultant conducting livestock disease surveillance training for ministry of livestock epidemiology unit staff

2 SCI Contracting Office Save the Children Somaliland, Hargeisa Office Mansoor Hotel Road, Jig-jig Yar Area.

3 Period of Consultancy

The assignment will take 10 working days including

Training Preparation, conducting, Report writing days.

The service will start within June.


4 Consultant type required Individual or Firm.

5 Responsibility for Logistics arrangements and Costs Save the Children will assist in arranging Venue(s), refreshment(s) and lunch(s) if needed.

6 Taxation Provisions Consultant shall be responsible for all Taxes arising from the consultancy in line with the Somaliland Tax regulations applicable at the Save the children Somaliland Office.

7 Travel requirements The consutant will manage his/her travel into and in Hargiesa since this assignment only needs movement in
Hargiesa only
8 Security requirements
Consultant will comply with standard Save the Children
Security procedures, including the completion of SCI
online security training prior to travel to Somaliland.

Qualification and
Experience
The consulting firm/individual should meet the following
requirements:
? A minimum Masters degree of Epidimology; PHD
is an Advantageous.
? A minimum of 10 years of experience in the field
of epedimiology data management, analysis and
reporting.
? Extensive experience in training facilitation on on
livestock disease surveillance disease surveillance
system.
? Experience related to Somaliland ministry of
livestock and fishery development particulary
epidemiology unit.
? Ability to write and communicate complex
messages and ideas clearly and effectively.
? Experience in working with NGO’s/INGOs/Donors
and Government Ministries and Departments
? Understanding and commitment to Save the
Children ’s vision, mission and values

? Educational qualification
? Number of years of experience of consultancy team
? Proven track record of experience in subject matter,
as displayed in history of high quality publications
? Experience conducting similar work in Somaliland
and with Livestock health institutions of
Somaliland Government.

1. Introduction

immediate and lasting change in their lives. Save the Children Somalia/Somaliland
(SCSOM) has over 40 years’ experience working in Somalia/Somaliland in
several thematic areas and is currently working under the broad global themes of
Education, Health & Nutrition, Child Protection, Child Rights Governance and
Child Poverty (Food Security and Livelihoods).Save the Children (SC) has been operational in Somaliland since 1951, implementing programmes across the following sectors: WASH, Food Security and Livelihoods, Health, Nutrition, Education, and Child Protection/Child Rights Governance. Currently SC’s programme in Somalilnd are situated under the broad global themes of Education, Health & Nutrition, Child Protection, Child Rights Governance and Child Poverty. Save the Children has been implementing Child Poverty/ livelihoods programs in Somalia/Somaliland for the last two decades and is currently implementing projects in all the regions of Somaliland SC Somaliland annually reaches an estimated 30, 000 households (approx. 210, 000 people) through its Child Poverty/ Food Security and Livelihoods (FSL) interventions, which can be broken down into the following categories: unconditional/conditional cash grants; livestock and crop production; income generation; natural resource management and infrastructure rehabilitation; and technical, vocational training (TVET) for youth employment. These programmes aim to increase the ability of children, women and men in vulnerable communities to resist and recover from cyclical shocks and stresses through strengthened ecological, social, and economic capital of households and communities and increased resilience.

? Project – Building Resiliance and Ehancing Adaptable Development in
Somaliland
Save the children is currently implemting a resilience building project in
Somaliland with a goal of Men, women and children in vulnerable communities
have more sustainable livelihoods and are therefore more resilient to shocks. The
project has the following outcomes:
1. Beneficiaries have a higher income thanks to alternative livelihood options.
2. Pastoralist and agricultural communities have increased their resilience and
their yield.
3. Improved access to market systems driven skills training and employment
opportunities for vulnerable young men and women
4. Beneficiaries (men and women) of outcome 1, 2 and 3 can cover their basic
food and non-food needs through cash transfer.
2. Training MoLF EDMU staff on disease surveillance, data collection,
analysis and reporting:
The ministry of livestock has a epidemiology and data management unit that is
assigned to do disease serviellence. BREADs project will training 25 staff from the
ministry of livestock and fisheries on disease surveillance and reporting. It is
extremely too risk to realise disease outbreak late, due to the economic lost it will
have on already drought weekened pastoralist. Disease surveillance will enable the
ministry of livestock to respond appropriately and mobilise forces to neutralise diseases before they get out of hand. The gap is that the staff in Epidemiology
Management Unit are lacking the capacity in terms of monitoring and reporting of
disease surveillance. This training will cover topics including data collection, data
processing and storage, analysis and reporting as well as disseminating and using
information.
3. Purpose and scope of the assignment
The consultant will traing MOLF EDMU national and regional staff. The
consultant will train these representatives on disease surveillance. The training
should cover the following:
1. Introduction to disease surveillance; Definitions, Goals of surveillance, Role
of epidemiology in surveillance, Use of surveillance in disease management
– historical perspective Types of surveillance, Sampling to Estimate
Disease Frequency, Sampling to Detect Disease, Sampling for Hypothesis,
Testing, Sample Size
2. surveillance methods and approaches; Introduction, Epidemiological
surveillance, Surveillance Objectives and uses, Surveillance Approaches,
Types of surveillance, Methods of Surveillance, Indicators of Effective
Surveillance, Laboratory diagnosis, Quality control of data Data
standardisation
3. designing an active surveillance program; Principles of Survey, Survey
versus Census, Population and Sample, Inference, Representative Sample
and Bias, Random Sampling Estimation and Precision Confidence interval,
Survey Accuracy.
4. components of regional or national surveillance system
5. an overview of standard methods and procedures for data collection, storage
and quality control
The main objective of the training is to equip MOLF epidemiology unit staff skills
and knowledge on disease surveillance Including data collection, analysis and
reporting.
The facilitator should ensure that the training is participatory as possible (80%
participatory). The trainer should be able to use participatory tools and educate
participants on the use of different tools and community apprials mechanisms.
A detailed training program, tools and approach will be agreed upon singing of
contract.
