Expression of Interest are invited for Consultant Communications Specialist.
I. Background

1. The overall objective of the AFFM is to assist African countries to increase agricultural productivity within the context of the Africa Food Security Vision and the Strategic Development Goals. One of AFFM’s primary functions is the creation of an enabling environment for mobilizing resources for the investments needed to increase fertilizer use in African agriculture. The African Fertilizer Financing Mechanism (AFFM) hereby invites Individual Consultants to indicate their interest in the assignment as short term Consultant Communications Specialist.
2. The services to be provided under the assignment consists of working in a small team and providing communication support to the AFFM Secretariat team in the implementation of the AFFM activities as approved by the relevant authorities. This include:
• Developing strategic communications campaigns; knowledge management, including desktop publishing of knowledge products and promotional materials;
• Managing AFFM’s digital and social media presence; and
• Monitoring communication effectiveness and supporting the management of external relations and partnerships.
3. The Consultants shall demonstrate appropriate qualifications and skills necessary for the assignment as described previously. He/she will have at least:
• Postgraduate degree in Development Studies/Communications/Journalism or equivalent; and
• Training and experience in development and use of information management systems and techniques.
4. The AFFM invites Individual Consultants to indicate their interest in providing the above-described services. Interested Consultants shall provide information on their qualifications and experience demonstrating their ability to undertake this Assignment (documents, reference to similar services, experience in similar assignments, etc.).
5. Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Rules and Procedures for the use of Consultants” May 2008 edition and revised July 2012, which is available on the Bank’s website at http://www.afdb.org.

6. The estimated duration of services is two months following selection of the consultant and commencement of the contract. Expressions of interest must be delivered to the e-mail address below not later than Friday, 18th January 2019 at 15:00 hours Abidjan time, specifically mentioning “Expression of Interest for the Consultancy for Communications Specialist - AFFM”. Any submissions received after this time will not be considered.
