Tenders are invited for Consultant to Collect and Evaluate the Needs for Improvement of the Electronic Financial Administration System of the State (SAFE-e).
The Ministry of Planning, Finance and the Blue Economy has received funding from the African Development Bank Group through the Fragile States Facility (FSF), to cover the cost of the Economic and Financial Management Support Project. 8. Identify needs for application and database optimization;
9. Propose technological solutions that are more efficient and economical as well as better adapted to the rules of the trade;
10. Identify the priority areas of intervention expressed by the Ministry of Finance for the consolidation and improvement of SAFE-e and propose a prioritized list of actions to be carried out and complementary modules to be developed, specifying those relating to immediate needs. in the short term and those that can be considered in medium-term planning;
11. Propose a sequence of actions (action plan including budget) aimed at preparing the modules and deployment of SAFE-e mentioned above ;
12. Present a training program for SAFE-e users .
