Tenders are invited for National Consultant (E) for Cartographic Mapping of Actors and Interventions Concerning Women, Peace and Security in the Administrative Regions of Mali and at National Level.

BACKGROUND AND JUSTIFICATION

UN Women is the United Nations Entity for the Promotion of Gender Equality and the Empowerment of Women. It implements several projects in conflict-affected areas under the Women, Peace and Security Program. UN Women is making a significant contribution to the implementation of the National Resolution 1325 Action Plan that has been ongoing since 2015 under the leadership of the Ministry of Women, Child and Family Development with the support of Government actors, Civil Society Organizations, Technical and Financial Partners and United Nations Agencies. A plan whose main objective is to promote women's participation in the implementation of the Peace and Reconciliation Agreement.

The Ministry of Women, Child and Family Development and UN Women will conduct a mapping study of PANR1325 actors and interventions to better understand the distribution of women, peace and security efforts. A web page for accessing and consulting data on the actions and areas served will be set up to enable users to access them in order to make better strategic decisions.

This study will complement the mapping study carried out by the Ministry of Women, Child and Family Promotion in the northern regions (Gao, Timbuktu, Kidal) and the Ségou center (Niono), Mopti

OBJECTIVES OF THE CONSULTATION

The overall objective of the consultation is to contribute to taking into account the specific needs of women and girls in the peace and reconciliation process in Mali by setting up a geographical information system.

Specific objectives of the consultation:

Put in place an official, reliable, standardized and up-to-date dynamic cartography on the geographical distribution of actors and interventions on women, peace and security throughout the national territory;



· Give the different users the means to consult, share and disseminate information on interventions related to women, peace and security

· Identify the necessary data and propose a methodology for collecting information from the literature review and existing data and those to search.

· Make a comprehensive inventory of actors and interventions on women, peace and security and the national action plan of resolution 1325.

· Design and validate the models / prototypes, the development of the web page as well as the online or in service.

· Integrate gender-specific information and gender analysis into the programming and planning of actors in line with the four pillars of the 1325 National Action Plan.

· Produce a technical feature note, the metadata must be available and compliant with geographic information management standards. Specifically, it will be necessary to develop a catalog of entities according to the standard provided by describing the geographical feature classes, their properties, their relationships and their grouping, but also to develop metadata according to the standard provided. by the system.

· Define the modalities of updating the map in collaboration with the PAN Technical Management Unit and the Ministry for the Promotion of Women, Children and Families.

· Train the team of the Technical Management Unit (UTG) on the use and feeding of cartography for better ownership.

· Train the team of the Technical Management Unit to enable them to ensure the supply and updating of the database. This training will take place at the UTG office and no charge will be attached to this training for the consultant. At the end of the training the team is autonomous to feed and manage the base.

A mastery of computer architectures online
