Tenders are invited for Consultant for the Capitalization of the EHA Projects of Secours Islamique France.

SIF has been present in Chad since 2010, and implemented in five Provinces of the country (Mandoul, Kanem, Chari-Baguirmi, Hadjer-Lamis and Moyen-Chari) Water, Sanitation and Hygiene, and Food Security projects. . These projects allowed the construction or rehabilitation of 478 water points. The SIF strategy of SIF in Chad is geared towards reducing vulnerability, and has evolved a lot over the years. Currently, the integrated approach that combines the dimensions of access to water, hygiene and sanitation, food security, and care and feeding practices in understanding and reducing vulnerability is promoted.

SIF is recruiting a Consultant to capitalize its programs on the EHA theme since the opening of the mission until today.

2. General objective of the Consultancy:

This consultancy will have to allow the SIF to have a more global and precise vision of the WASH projects carried out in Chad and their impacts in a spirit of accountability towards the beneficiaries, the donors, the Chadian authorities and the donors. continuous improvement of its interventions.

It should be noted that the consultancy will be carried out in collaboration with the SIF teams, who will be involved at all stages of the process and associated with the design of the WASH program analysis tools.



3. Specific objectives and expected results:

The consultant`s work should help meet the following specific objectives:



SO1: Analysis of past interventions in the area of ??Water, Sanitation and Sanitation (WASH) of SIF in Chad (based on criteria of: relevance, effectiveness, efficiency, gender and equity, the impact and sustainability etc.).

o To take stock of the FIS intervention in the field of WASH in Chad since the beginning of its activities.

o Develop a mapping of completed WASH projects and indicate the key information collected about them (number of water points, number functional, non-functional, to rehabilitate, number of existing CGPE, etc ...).

o Quantify and qualify the water point management committees (CGPE) and functional health committees, non-functional, to reinvigorate via field visits and the support of the water sector leaders concerned.

o Analyze the challenges faced by the key players (the CGPEs, health committees, beneficiaries, State structure) in the management of WASH structures.

o Identify, in a participatory manner, potential and operational solutions and levers, already implemented or not, to meet the challenges faced by key stakeholders (the CGPEs, health committees, beneficiaries, State structure).

o Take into account gender dynamics and ethics in the WASH situation analysis: specific constraints and needs of men, women, disabled people and young people in the management of WASH works, specific actions to promote the inclusion of women and young people in the management of WASH works.

o Propose a budget estimate of the works concerning the non-functional WASH works or to be rehabilitated.



SO2: Strengthening the quality and monitoring of WASH works carried out by SIF and its partners.

o Share with the SIF team and the partners the analysis of quantitative and qualitative data of the EHA works resulting from this consultancy as and when the mission.

o Make recommendations based on the analyzes and impacts found



SO3: Valorisation of the capitalization of SIF projects in Chad

o Write a document of 10 pages maximum to value the work of the SIF in Chad in the field of WASH by valuing the best practices and the most efficient projects, listing the major challenges encountered and highlighting the evolution of the strategy EHA of SIF in Chad.

o Write a summary of 2 pages maximum to disseminate the key information popularized this capitalization to the general public.



4. Methodological approach:

The choice of the methodology is left to the initiative of the consultant and will be an integral part of his technical proposal. This is the main criterion on which the offer will be judged. It will then be the subject of open discussion and validation by SIF. However, it should include:

o Initial and regular exchanges with the Program Coordinator / Field Coordinator, WASH Referent at HQ, and any other relevant member of the SIF team (headquarters or field).

o An analysis of the primary and secondary data transmitted by the SIF then collected in the field by the consultant and his team

o Meetings with key players and key partners in the capital and in the field (a list will be provided by SIF)

o An inclusive analysis process of the project team throughout the duration of the consultancy, in a participatory approach and so on.

o A field mission with establishment of specific Terms of Reference previously validated by the SIF team of the project.

o Writing a report following each field diagnosis.

o Submission of provisional versions of deliverables for validation of the SIF.

o Realization of a feedback workshop with stakeholders (SIF, State structures, partners, WASH actors) at the end of the consultancy. This feedback workshop will be organized in connection with the SIF.



5. Deliverables:

In relation to the specific objectives of this consultancy contract, the expected deliverables are as follows:

o A start-up report: this report will provide a summary of the analysis of the data transmitted by the SIF concerning the various projects carried out in the country. This report will also contain a proposal for a strategy related to the geographical distance of the projects, their scale, etc ... for validation of the SIF before the data collection phase.

o An excel database compiling project information (dates, locations and GPS data, number of boreholes, types of activities performed, budget, drilling status ...)

o A cartography of the EHA works carried out by the SIF in Chad with the quantified summary of the collected information available (functional, non-functional, to rehabilitate).

o An interim report (delivery date to be set in the contract negotiations) which will then be consolidated in a final report.

o Minutes of all interviews and meetings conducted during the consultancy

o A proposal for an action plan for the rehabilitation of non-functional WASH structures with a budget estimate.

o A final report summarizing the overall progress of the consultancy, the assessment of the intervention of SIF in Chad (good practices, main challenges, potential levers, etc ...), and include all the observations made by stakeholders and all stakeholders. documents or final PV validated by all the actors. 6. Profile Required:

o The consultant must hold a university degree (minimum Bac + 5 years) of engineer in civil engineering, hydrology, environmental technology, sanitary engineering, statistics, or any other diploma that may be useful in this mission,

o Have at least four years of professional experience in the implementation of programs related to Water Hygiene and Sanitation,

o Having carried out capitalization consultancies of humanitarian projects preferably in the WASH field, an acquaintance of Chad would be a plus.

o Have excellent interpersonal skills

o Have a good capacity in the facilitation and animation of workshops,

o Have an excellent writing and synthesis capacity,

7. Criteria for selecting the consultant:
