Duties and Responsibilities

Objective:

The purpose of the assignment is national consultant to support international consultant to prepare “an analytical report linking energy services provision with poverty reduction” for Sudan

Scope of Works:

The national consultant (Biomass Energy) will be responsible for completing the following tasks over a period of 45 working days with the technical assistance of the Programme Analyst (Energy), Programme Advisor (Climate Change Environment and Energy) and Regional Technical Specialist on Energy from Amman Regional Hub. Support includes assisting in drafting the required documents and availing the required data as requested by the international consultant, Programme Advisor and Regional Technical Specialist.

Support Preparation and submission of an outline of country assessment report:

The focus area of the report will be to review existing energy policies, legislation, regulation and institutional framework focusing on energy sector in particular for biomass perspectives. With initial findings, international consultant will identify the gaps, needs and barrier profiles and hence the recommended response to energy sector, and prepare outline of the context in consultation with Regional Technical Specialist and Team Leader of the Sustainable Livelihood Unit, Sudan Country Office.

Support Preparation and submission of a draft country assessment report:

The detailed country assessment document preparation will also be based on a review of available literature, baseline information, consultations with communities and authorities at the national level. The document will be prepared as per the guidance of Regional Energy Technical Specialist. The national Consultant should demonstrate how the document is is fully aligned with UNDP strategic plans 2018-21 including signature solutions; He/she should develop/prepare the baseline of energy (biomass energy) including information on policies, plans and programs that are active in the country, highlighting opportunities for synergies and coordination between energy and poverty; and indicate risks, and propose measures that address these risks. The national consultant should also be able to demonstrate economic viability of the suggested interventions and recommend for current initiatives in biomass energy activities.

Take a lead role for conducting stakeholders’ consultation meetings to validate the country assessment document with international consultant:

The national consultant will conduct stakeholder’s consultation meetings/Focus Group Discussion and receive stakeholders` feedback, which could be addressed in the finalization of the document. A final validation workshop will conduct in consultation with UNDP and it would be essential for capturing the reactions to the design of the assessment report and validation of the document.

Finalization of the country assessment report:

Incorporation of comments from stakeholders and UNDP Regional Hub and submission of the final report.

Required Skills and Experience

At least a master degree in energy or related disciplines.
Minimum 10 years of experience in energy, climate change and poverty reduction
Minimum of 5 years’ experience with country assessment report on energy sector
Experience with access to energy, energy efficiency and sustainable energy for all programme related matters
Experience with preparation of technical reports, especially for the energy, climate change and poverty reduction sectors
Excellent written and communication skills, with analytic capacity and ability to synthesize relevant collected data and findings for the preparation of quality project documents and technical feasibility reports
