Justification
UNICEF is in the process of wrapping up DFID funded WASH programme which is scheduled end by 31st July 2019 and also fast tracking the DIGIS supported components which are earmarked for completion by 31st December 2019. Besides the upstream work (support to the government), WASH section is working on the next 4 years country programme to be submitted to the board before June 2019. Based on these key competing priorities. WASH section seeks assistance in the form of a consultancy to provide support to the team, especially reinforcing and documenting lessons learnt from WASH innovations: Digital monitoring, digital water quality testing, and finalization of water safety plan TOR and support setting of national ODF targets. The successful consultant will work closely with UNICEF WASH programme colleagues in wrapping up DFID programme as well as with government counterparts on enabling environment issues.
Purpose and objectives
Under the direct supervision of the WASH manager the selected consultant will be responsible for supporting WASH monitoring and sanitation policies/ strategies, including planning, coordination, facilitation and documentation of WASH innovations and upstream work. Advises on all matters relating to setting and functionality of national WASH database. Collaborates closely with WASH programme colleagues in implementing WASH services for the deprived communities along the fishing landing beaches as need be.
Activities, Tasks, Outputs and Deliverables
The selected consultant will assist UNICEF WASH team in the following manner:
§ Follow up and implements digital monitoring including trouble shooting of transmission problems, cleaning data from the field, generating monthly reports from the AKVO database, supporting the government on institutionalization of the digital monitoring system and ensuring the dissemination of information from the data.
§ Facilitate refresher trainings to the government counterparts and implementing partners on digital monitoring.
§ Ensures appropriate processes and systems are in place to ensure efficiency of the digital monitoring
§ Support the functionality of national WASH database and coordinate the dissemination of information.
§ Facilitate WASH sector workshop on digital monitoring to share the progress and key lessons learnt
§ Support WASH team in establish internal WASH database including data inflow from the partners, data cleaning, maintenance of data excel sheet, generation of monthly statistics for WASH activities and DCTs/liquidation tracker excel sheet.
§ Finalize digital water quality testing and document the findings and recommendations for scale up.
§ Support finalization of Water safety plan TOR and draft a contract for potential consultant.
§ In collaboration with MoHS, organize and coordinate sanitation sub sector group to discuss national ODF targets and the 4Ws
§ Support preparation of talking points / speech for MoHS on sanitation presentation during high level SWA meeting in April 2019.
§ Conduct field visits to provide on-the job support to IPs on digital data collection
§ Facilitate WASH review meetings and/or follow-up on audit observations to assist in the improvement of quality programming.

To qualify as an advocate for every child you will have…
EDUCATION (knowledge):
§
o Masters or higher-level degree(s) in a related technical or management discipline (Sanitary or Public health, civil / mechanical Engineering or other relevant degree with specialization in Water, Sanitation and Hygiene
EXPERIENCE AND SKILLS
§
o At least 5 years of relevant working experience in the field of water, sanitation and hygiene.
o At least 8 years of experience in policy guidance, strategy formulation and capacity development field of WASH;
o Experience on WASH monitoring and development of databases/ Excel
o Experience of working with relevant stakeholders from the governmental and non-governmental institutions;
o Excellent communication, leadership and interpersonal skills
o Knowledge of English is mandatory.
o Computer literacy especially with Excel and database management is required
Conditions of Work
§ The consultant will be based in Sierra Leone.
§ For Sierra Leone, the consultant must secure medical insurance (inclusive of medical evacuation) prior to assuming his/her duties with UNICEF (proof of insurance with med-evac clause is required).
§ Consultants are not entitled to payment of overtime. All remuneration must be within the contract agreement.
§ No consultancy may commence unless the contract is signed by both UNICEF and the consultant or Contractor
