Tenders are invited for National Consultancy Assignment _ Technical Support to Roll-out of PRIMERO in Sierra Leone.

PRIMERO offers huge potentials for supervision of case management, collection and analysis of data on child victims of violence, abuse, exploitation and neglect, data analysis to guide policy development, monitoring, coordination, reporting and accountability to children and their families. The potential of PRIMERO will never be fully utilized if the requisite capacity to use the system is not present within MSWGCA and other MDAs, local councils and NGOs. Currently this capacity is weak in MSWGCA, other MDAs and in child protection NGOs. Urgent action is required to strengthen the capacity to use PRIMERO so as to enhance efficacy of the system. Technical support to strengthen capacity for effective use of PRIMERO in all 14 districts and in the Western Area requires every day field presence for a six-month period to ensure that coaching and mentoring are provided to individual users of the system as well as to organizations (government and NGO).
UNICEF therefore requires the services of a consultant who is proficient in the use of micro soft office applications and data bases to train, provide mentoring/coaching to staff of the MSWGCA, other MDAs, local councils and NGOs working with child victims of abuse, violence, neglect and exploitation.
How can you make a difference?
This consultancy is intended to strengthen the capacity to use PRIMERO by government and non-governmental players. There are two main results of this consultancy:
1. Staff in MSWGCA and other MDAs, local councils and NGOs in the 14 districts and the Western Area in Sierra Leone are knowledgeable on the use of PRIMERO (the web based application and mobile app versions)
2. Staff in MSWGCA and other MDAs, local councils and NGOs in the 14 districts and the Western Area in Sierra Leone use PRIMERO effectively

To qualify as an advocate for every child you will have…
Bachelor’s degree or higher in Information and Communication Technology or in a related field or any other related technical field with special expertise in the development/use of computer software especially Microsoft Office applications.
At least 5 years’ experience in the provision of training on software usage to organization
Proficiency in computer skills, including Word, PowerPoint and Excel, and experience using web based content management platforms, databases and information portals.
Ability to work with various stakeholders like high ministry officials, donors and grass root organizations.
Experience in the fields of child protection and social welfare.
Strong communication capacity in written and spoken English;
Strong capacity in facilitating meetings with various stakeholders with different levels of capacity
Developing country work experience and/or familiarity with emergency is also considered an asset.
Fluency in English is required.
