Expression of Interest are invited for Consultancy Services for The Study on The Adaptation of The Current Workforce of The Railway in Senegal and Mali.

The overall objective of this mission is to put in place a plan to adapt the workforce of existing staff in the two (2) countries, for a revival of railway activities in a peaceful social climate.

These include (among others):

provide a clear and complete picture of all railway personnel, whose salaries are currently borne by the governments of Mali and Senegal;
conduct a comprehensive assessment of the existing workforce by specialty, by staff category and according to other criteria deemed appropriate (such as profile, position held, type and regime of the employment contract, grade, seniority, etc.);
determine for each agent, his annual salary cost and the social liabilities which are associated with him, if any;
take into account the practices and texts governing human resources management and social relations under the old Transrail concession and its termination, in order to determine the exact legal status of the job and also of the career development, prerequisites, training and experience professional of each agent;
identify among the existing staff, the personnel likely to be employed by the future concessionaire, and the options available for the employment of personnel by the latter (transfer, new recruitment, etc.).
The National Unit for the Coordination of Transport Sector Projects in Mali invites eligible international consultants (firms) to express their interest in providing the services described above. Interested firms must provide information demonstrating that they have the required qualifications and relevant experience for the performance of the services.

The qualification and experience criteria are:

be an international consulting firm in Human Resources Management;
have at least fifteen (15) years of general experience in the areas of social auditing and social plan development;
have carried out at least three (3) similar missions in the rail sector in the last ten (10) years;
having experience in Africa would be an asset;
provide proof of its technical and managerial capacities: (Administrative and technical organization of the firm, technical and material capacities)
NB: As such, the consultant (firm) will have to present a brief description of similar services and provide the evidence (certificate of service done or certificate of good performance accompanied by the cover pages and contract signing pages ).

A short-list of three (03) of the best candidates will be established, but only the consultant with the best level of qualifications and experience will be invited to submit a technical and financial proposal in accordance with paragraphs 7.11 and 7.12 of the Awarding Rules. PLACE OF PERFORMANCE: The study will be carried out in Mali and Senegal (project intervention area).

DURATION OF THE MISSION: The duration of the mission is two (2) calendar months.

It is brought to the attention of Consultants that the provisions of paragraph 3.14 of the “Procurement Regulations for Borrowers Requesting the Financing of Investment Projects (REIT) of the World Bank” of July 2016, relating to the rules of the World Bank in matters of conflict of interest apply.

The selection will be made according to the Selection method based on the qualifications of the Consultant (SQC) in accordance with the Procurement Regulations for Borrowers requesting the Financing of Investment Projects (FPI) of the World Bank in July 2016.
