Expression of Interest are invited for Consultancy Services for Technical and Business Skills Training for Youth and Women.
1. The Government of Sierra Leone has received a blend of loan and grants totaling UA 26.76 million (USD 37.22 million) from the African Development Fund (ADF), Rural Water Supply and Sanitation Initiative Trust Fund (RWSSI-TF), Global Environmental Facility (GEF) and Department for International Development (DFID-UK) to finance the cost of Rural Water Supply and Sanitation Project. It is intended that part of the proceeds of this loan and grants will be applied to eligible payments under the contract for the Consultancy Services for Technical and Business Skills Training of Youth and Women in the RWSSP Districts.
2. The services, among other responsibilities, include providing support to the RWSSP to develop training materials and implement the Technical and Business Skills Training Program in the Rural Water Supply and Sanitation districts of BONTHE, KAMBIA, KOINADUGU (included FALABA), KONO and PUJEHUN.The assignment will require intermittent input of at least 25 person-months over an 8-months period on the basis of an agreed schedule. The key expertise that will be required for the services include project management, sanitation marketing, rural trade skills development, Micro-enterprise entrepreneurship development and O&M of rural WASH infrastructure. The expressions of interest should include evidence of the following:

The Sierra Leone Water Company (SALWACO) now invites suitably experienced NGOs or Technical and Vocational Education Training Institutions (TVETIs) or joint-ventures between them to indicate their interest in providing the services. Interested parties should provide information demonstrating that they have the requisite qualifications and relevant work experience to perform the required services, including, but not necessarily limited to the following:
i) Proven experience in Rural Trade Skills Development
ii) Proven experience in WASH related SME entrepreneurship development in rural communities
iii) Proven experience in sanitation marketing
iv) The volume of similar on-going or previously completed services
4. Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Rules and Procedures for the use of Consultants” May 2008 Edition, revised in July 2012, which is available on the Bank’s website at http://www.afdb.org.
