Context
The Republic of Djibouti lies at a strategic crossroads between the Horn of Africa and the Arabian Peninsula. Historically, Djibouti has been part of the migratory route linking Africa to Eurasia; however, the scale of such migration has increased markedly since 2009. Djibouti is now a major transit country for thousands of irregular migrants, asylum- seekers, and trafficked and smuggled migrants attempting to make their way to the Arabian Peninsula. More than 10, 000 migrants mostly coming from Ethiopia and Somalia transit through Djibouti monthly to seek better socio-economic opportunities in the GCC countries.
IOM Djibouti is implementing a three-year project (July 2018 to July 2021) with the aim to assist vulnerable host communities, refugees and migrants in Djibouti. More precisely, the project focuses on three main areas of intervention migrant’s health, child protection and assistance to ONARS. This project, funded by the EU, is part of the migration management initiatives that the IOM Djibouti mission implements since its establishment in 2009.
Consultancy purpose and scope
The purpose of this consultancy is for the mission’s project to have an internal engineer able to assess and support construction related works. More precisely the consultant is supposed to:
Being responsible for the planning, project controls and field supervision of engineering project works under this project including a weekly monitoring plan to be submitted to IOM;
Coordinate all technical design and specification for any kind of construction, including water and electricity supply, sanitation and hygiene promotion activities, monitoring the quality standard, interfacing issues with IOM project management team including technical aspects supervision, contractors, suppliers and stakeholders;
Prepare detailed refurbishment and implementation plans for all ongoing construction sites which clearly establish cost estimates, activities, milestones, implementation phases and timeframes;
Develop a detailed and clear risk management plan for rehabilitation projects taking account of the local operating environment, and any local issues relevant to each site;
Ensure compliance with all relevant IOM guidelines with regard to tendering procedures, contractor selection and supervision and monitoring of works;
Oversee the Quality Assurance (QA) / Quality Control (QC) monitoring of all project work activities during construction, i.e. materials / products are factory tested (FAT) and site tested (SAT), overall testing and testing and commissioning, and through substantial completion/ handover of the project;
Prepare reports as needed on the status of project implementation. Prepare and maintain site diary report on contractor performance as well as periodic reports on the status of the project; ensure the document controls of work-related records;
Ensure that document controls for engineering work including communication records with contractors/stakeholders are well maintained;
Report any project difficulties/problems in construction process and activities, along with possible solutions to these problems, to Programme Management and Chief of Mission;
Undertake duty travel as needed to assist with monitoring and supervision of refurbishment works;
Perform such other duties as may be assigned.
Deliverables
The consultant will be paid on a monthly base following the validation of a narrative report by IOM. The report shall include the submission of any relevant annexes (mission reports, technical reports/documents...)
Competencies required
At least 10 years of experience in construction engineering including projects related to civil works, public services, office buildings, industrial buildings;
Significant experience as onsite field manager of rapid set up projects and in design of community projects;
Previous experience in humanitarian projects/ UN agencies or international donors;
Drive for results and with effective resource management skills;
Excellent communication and negotiation skill;
Previous experience in the Horn of Africa and Djibouti specifically an advantage;
Flexibility and focus on processes and their improvements;
Ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds;
Fluency in French and English mandatory;
Demonstrated ability to effectively interface with stakeholders including government officials and other stakeholders to collate information Excellent coordination and communication skills and readiness to keep clients updated and consulted on the progress and challenges encountered.
Budget**
The consultant must develop a detailed budget submitting his costs.
The payment schedule for the consultancy will be agreed upon after the selection process of the consultant.
