Tender Details

Expression of Interest are invited for Consultancy Services for Hiring an off-Grid Private Sector Development Hand on Expert Coach.

The Indicative Cooperation Program (ICP 2011-2014) between Belgium and Rwanda allocates a total grant envelope of S 49 million to the energy sector in Rwanda. In March 2018. the Government of Rwanda and the Kingdom of Belgium signed a specific agreement establishing the project on Private Sector Participation in the Generation and Distribution of Electricity from Renewable Sourccs-PSPE. The purpose of PSPE project is to increase electricity from renewable sources by the participation of private sector. The PSPE is jointly implemented by the Development Bank of Rwanda (BRD) and the Belgium Development Agency-ENABEL-
The PSPE project has been providing technical assistance to KEF especially in the area of building the capacity of REF Project Implementation Unit to analyze the viability of renewable energy project proposals. The PSPE also supports mini-grid developers, local solar companies and financial institutions build their capacity to access REF facility.
1. Objective of (he assignment:
The general objective of the assignment is to build the capacity of small-scale solar companies for their possible participation in REF facility. Once the capacity is strengthened, it is expected that the companies would be able to provide off-grid service in the Rwandan market for longer future.
2. Main duties and responsibilities:
Advise small-scale solar companies for strategic positioning in the Renewable energy market in Rwanda
? Conduct organizational assessment of all 19 small-scale solar companies and develop off-grid private sector assessment report. The report should mention key strength and weaknesses of each company;
Facilitate the companies develop Si IS products and financing papers including but not limited to business plans;
Facilitate the companies establish partnership with international companies or suppliers so that they can buy the SHS and sale in off-grid zone;
Support the companies in strategic positioning such as installation of PAYGO software, if required, restructuring, merging or grouping them in cooperative etc;
