EOI 01/2020 - Consultancy Services for the diagnostic assessment and development of the

Disaster Risk Financing Strategy

The Government of Zimbabwe has received grants from the African Development Fund towards the

cost of Africa Disaster Risk Financing (ADRiFi ) Programme- Capacity Building Project for Zimbabwe, and

intends to apply part of the agreed amount for these grants to payments under the contract for

Consultancy Services for the diagnostic assessment and development of the Disaster Risk

Financing Strategy.

The Government of Zimbabwe intends to develop a Disaster Risk Financing Strategy (DRF) to facilitate

the management of disaster risks through ex-ante approaches, and to ensure efficient and timely firstresponse delivery to targeted beneficiaries affected by disasters.

The overall objective of the assignment is to: (i) clarify the cost of disasters, assess the financial risks

to government associated with disasters and identify different layers of risk; (ii) quantify the financial

gap between available financial resources and needs; (iii) analyse whether additional risk financing

instruments are necessary to meet financing needs after disasters; and (iv) evaluate the need to

strengthen risk financing delivery systems and decision processes.

The Government of Zimbabwe, through the Ministry of Finance and Economic Development, now invites

eligible consultancy firms to indicate their interest in providing these services. Interested consultants

must provide information indicating that they are qualified to perform the services (brochures,

description of similar assignments, experience similar conditions, availability of appropriate skills

among staff, etc.). Consultants may constitute joint ventures to enhance their chances of qualification.

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with

the African Development Bank-s -Procurement Policy for Bank Group Funded Operations-, dated

October 2015, which is available on the Bank-s website at http://www.afdb.org.
