Expression of Interest are invited for Consultancy Services: Development of Financial and Procurement Policy, and Operating Procedures Manual.

The Government of the Kingdom of Lesotho has received financing from the African Development Bank toward the cost of the Institutional Support for the Enhancement of Public Financial Management Project (ISEP), and intends to apply part of the agreed amount for this grant to payments under the contract: Development of Financial and Procurement Policy, and Operating Procedures Manual

The services included under this project are: Development of the OAG financial and procurement policy, and operating procedures manual which is consistent with applicable legislation, and international public financial management best practice. The manual need to reflect the spirit and core principles of Audit Act 2016, PFMA Act 2011, Draft Procurement Bill, Amended Procurement Regulations 2018 and the Lesotho Constitution. The manual will set out the principles and procedures governing the financial and accounting practices of the OAG with the aim to ensure that the OAG’s finances are managed with probity, accuracy, economy, efficiency and effectiveness. The procurement section of the manual will also aim to ensure integrity, competition, efficiency, value for money, fairness, transparency and accountability in procurement of goods and services.

The estimated period of execution is 60 days.

The government of the Kingdom of Lesotho through the Ministry of Finance now invites eligible Individual Consultants to indicate their interest in providing these services. Interested consultants must send CVs that provide information indicating that they are qualified to perform the services.

Required qualifications include:

• A Master’s degree in Public Finance, Business Administration, Law or related field

• A proven record of accomplishment of accomplishment of developing such financial policies and regulations.

• Extensive and diverse experience in the field of financial administration, including with supreme audit institutions

• Sound knowledge of the applicable legislation in Lesotho

• Experience in applicable legislation in the external audit environment especially the AFROSAI-E region is an asset

• Excellent drafting and communication skills in English

• Ability to work effectively and in a consultative way with multiple stakeholders with
different nationalities, religions and cultural backgrounds, including with government and
donor representatives
• Membership of a professional body such IFAC is added advantage
Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance
with the African Development Bank’s “Rules and Procedures for the use of Consultants”
September 2010 revised July 2012, which is available on the Bank’s website at http://www.afdb.org.
