Tenders are invited for Consultancy Services to Develop and Implement Cabo Verde’S Energy Information Management System.

The Luxembourg Agency for Development Cooperation (LuxDev) launches a Call for expressions of interest for the acquisition of Consultancy services to develop and implement Cabo Verde’s Energy Information Management System on behalf of Program CVE/083 receiving financial support from the Governments of the Republic of Cabo Verde and the Grand Duchy of Luxembourg.

The Vision for the EIMS is to offer a single point where all statistical data of the sector meet to provide useful information, to support evidence-based policy formulation, decision making, monitoring and evaluation. In addition, it is meant to serve as a solution to digitalize most public services, and a portal to (i) connect all relevant stakeholders, (ii) exchange of information for both administrative, regulatory, and market purposes, (iii) and to access relevant information. Services providers that are invited to express their interest to offer the services mentioned above are all legally established companies governed by private law (excluding non-governmental organisations, notfor profit organisations and public operators), specialised in design and implementation of information management systems.

To qualify for this assignment, the consulting firm has to prove its experience in the fields of IT infrastructure development, cloud computing, data and analytics, statistical analysis, data management and reporting. It is essential for the team to understand the data and information flow within the energy sector.

The start of the contract is foreseen for early December 2018 and for a duration of 20 months. Service providers must be available for the entire period foreseen and willing to intervene in Praia – Santiago island – Cabo Verde. The maximum budget available for this contract is estimated at 348, 000 EUR (all taxes excluded).

The shortlist of candidates invited to submit a full offer will be established of minimum three (3) and maximum eight (8) candidates evaluated as qualified and ranked if necessary against the selection criteria.
