The purpose of the baseline will be first, to capture pre-program data related to many of the program-s outcome-level performance
indicators. Second, it will provide critical sector-specific insights and context that will better inform program delivery from key
stakeholders engaged in plastic waste management in the 2 focus states. The baseline study will be used as a yardstick, to monitor the project-s progress against the defined goals and set indicators over the course of the project implementation. The baseline report is to be used for monitoring, benchmarking of the Performance Indicator Tracking Table (PITT) and evaluating the project implementation. Specific objectives of the baseline include

Assessment of the Plastic Recycling Ecosystem: Evaluate the baseline collection and recycling volumes, incomes, jobs etc in the
existing plastic waste management ecosystem in Anambra and Lagos, Identify current state within the collector, aggregator and
recycling value chains. Assess the technical, financial, and operational capacities of collectors, aggregators, and recyclers in the targeted regions. Define baseline values for key performance indicators related to volume of plastic collected, aggregated and recycled, as well as access to financing, and equipment for aggregators, and current financial benefits from the ecosystem by value chain players. Engage with stakeholders, including informal waste collectors, aggregators, recyclers associations, manufacturers, buyers, government agencies, and financial institutions, to gather insights and perspectives. Collect data on baseline indicators related to plastic waste, collection, aggregation and recycling volumes, employment opportunities, and income levels, and analyze baseline survey findings to inform project planning, implementation, and
performance monitoring. Prepare and disseminate baseline reports to the project team, and relevant stakeholders, highlighting key findings and
recommendations for action.
