Expression of Interest are invited for Consultancy Service for Supervision of Rehabilitation of Dam Safety Improvement of Goronyo Dam +MRVIS River Training Works, Bakolori and Zobe Dams in Sokoto Rima River Basin.

The Federal Government of Nigeria (FGN) has received a credit from the International Development Association (IDA) towards the cost of the Transforming Irrigation Management in Nigeria (TRIMING) Project and it intends to apply part of the proceeds for consulting services.

The TRIMING Project Development Objective is to improve access to irrigation and drainage services and to strengthen institutional arrangements for integrated water resources management and agriculture service delivery in selected large-scale public schemes in Northern Nigeria.

The principal proposed investment components are the following: Water Resources Management and Dam Operations Improvement; Irrigation Development and Management; Enhancing Agricultural Productivity and Support to Value Chains Development; and Institutional Development and Project Management. The Implementing Agency for the Borrower (Government of Nigeria) is the Federal Ministry of Water Resources In (FMWR). The FMWR has appointed a Project Management Unit (PMU) to manage all aspects of procurement, management, payments and disbursement applications for the Project

The consulting services (“the Services”) include:
i. To provide contract administration services as “the Engineer” Inline with FIDIC guidelines;
ii. To ensure high standards of quality assurance in the execution of works by the contractors and to actively facilitate completion of the works within the stipulated time limit;
iii. To provide comprehensive supervision of project implementation activities carried out by the contractors and ensure complete compliance with the design drawings, technical specifications and various stipulations contained in the contract documents, and
iv. To undertake comprehensive and independent measurement of activities and calculation of quantities and administer detailed record-keeping for the estimation of interim payments and calculation of final and measured quantities as the need arises for final payment.

The duration of the services is 18 months + 12 months defect liability period.
The Consulting firm should have proven capacity to: review all technical design for construction/ rehabilitation works; demonstrate ability for supervision of large-scale dam and experience in river training works; oversee implementation of the Environmental Management Plan; prepare detailed project report, facilitate, coordinate technology transfer and other aspects of the contracts.

The Federal Ministry of Water Resources through its Project Management Unit (PMU) of the Transforming Irrigation Management in Nigeria Project now invites eligible consulting firms (“Consultants) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services Interested consulting firms should submit the company profile detailing experience in supervision of dams remedial/rehabilitation works with downstream irrigation and drainage facilities carried out in the last fifteen(15) Years of a similar nature to the current proposed assignment of with the dam/reservoir capacity not less 900MCM with verifiable evidence, related letters of award, and completion certificates as well as other supporting documents. The short-listing criteria are:

a. Proven evidence of general experience of supervision/management of construction contracts In Dam rehabilitation and water resources development infrastructures, and River Training (RT) at a similar scale;
b. Evidence of core business and number of years in business related to construction contracts in Dam rehabilitation, River Training, and water resources management;
c. General qualifications and number of key staff (as may be presented in the company’s organizational structure)
d. evidence of firm’s experience in similar assignments including technical details and details of the managerial and organizational structure of the firm (with a minimum 15 years in dam infrastructure design and construction supervision and
e. Firm’s experience in working in similar conditions and environment(minimum 5 years).

Interested Consultants are encouraged to provide verifiable information demonstrating the fulfillment of the selection criteria in form of project profiling stating: the project name, the location of the project, the name and address of the client/ beneficiary, the name (s) of associated firm (s) if any, the duration of the assignment, the value of the contract and a brief narrative of the project.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and employment of Consultants (under IBRD loans and IDA Credit and Grants) by World Bank borrowers January 2011 edition revised July 2014 (Consultants Guidelines) setting forth the World Bank Policy on Conflict of Interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and or a sub-consultancy. A Consultant will be selected in accordance with the QCBS method set out in the Consultant Guidelines.
