Tender Details

The Government of the Republic of Uganda intends to apply for financing from the World Bank towards the cost of theLake Vitoria Transport Programme?SOP1(Uganda), and intends to apply partof the proceeds for consulting services.2) The consulting services ("the Services") include:a) Establishment of baseline environmental(bio-physical, social) description of the project setting including both the direct and indirect areas of influence.b) Provide justification for the project taking intoaccount national andregional integration development strategies amongst others.c) Provide detailed baseline hydrological informationfor the two sites taking into account the anticipated works and their implication on the hydrology of the Lake.d) Identify concisely the uses, users and values of Lake Victoriaand its wetland areas in the two project sites against the planned development plans and assess implications of the development onthose uses, users and values of the Lake and wetland areas.e) Identify and review national, regional andinternational policies, legislations and institutional frameworks governing social and environment management relating to theproject. f) Identify and hold consultative meetings with key stakeholders in theproject area focusing on the issues of the Lake, maritime transport on Lake Victoria as well as navigational safety, economicdevelopment in the Lake Basin and in the region as a block.g) Identify and provide a description and an evaluation ofpossibleproject alternatives in terms of the technology, design and lay outs, levels of works in the works and location consideration ofthe project sites. h) Conduct ecological evaluation of the available project alternativesto compare their viability taking into account a number of considerations such as environmental costs, ecological values and usesand inherent opportunity costs against each of the alternatives.i) Describe development activities to be undertakenin the project and map out key environmental and social impacts of the project in terms of their extent, duration andreversibility. j) Assess HIV/AIDS potential impacts of the projectand propose measures to address such concerns during project implementation.k) Assess noise and vibration effectsassociated withthe construction and operation of the proposed facilities. l) Propose protocols forhandling proper screening, acceptance, and transport of dangerous cargo based on local and international standards and regulations, including elements such as establishment of segregated and access-controlled storage areas with the means to collect or containaccidental releases;loading and unloading to and from ships, including proper shipping measures amongst others.m) Identify waste from the implementation and operations of theproject. n) Occupational health and safety (OHS) issues duringthe construction, operations and decommissioning of ports are to be outlined in the ESIA in line with OHS requirements for largeinfrastructure in line with internationally acceptable practicesand standards such as General recommendations for managing physicalhazards as addressed in their General EHS Guidelines. o) Mapping out measures for port security operatorsamidst security threats in the region with a clear definition of responsibilities of the entities involved in its management andoperations to guarantee security to passengers, crew, and personnel in port as well as the portinstallations.p) Provide detailed Oil Spill Contingent ManagementPlan as well as oil, hazardous materials handling onshore or offshore mechanisms.q) Undertake Risk Assessment and propose a DisasterManagement Plan including emergency evacuation during natural and man-made disaster like floods, cyclone and or earth quakesamongst others.r)Assess implications of possible dredging, quantities of dredged materials and measures for their safe transportation and disposal. s) Assess the direct and indirect impacts of theplanned project activities on the environment and propose mitigation measures. t) Prepare an Environmental andSocial Management Plan(ESMP) detailing measures for addressingpotential negative environmental and social impacts of the project, andu) Propose a Monitoring Plan with clear monitoringindicators and institutional roles to be used in tracking the implementation and compliance of the proposed mitigationmeasures.
