CONSULTANCY SERVICE FOR BACKGROUND STUDY ON EXPERIENCES IN SUPPORTING RESILIENCE AND DURABLE SOLUTIONS TO INTERNAL DISPLACEMENT IN THE IGAD REGIONS

BACKGROUND



The Intergovernmental Authority for Development (IGAD) in collaboration with GP20, a multi-stakeholder initiative bringing together UN entities, NGOs, academia, UN Member States, the World Bank and the International Red Cross and Red Crescent Movement, intends to convene a regional exchange to advance prevention, protection and solutions for internally displaced persons (IDPs) within the framework of the IGAD Regional Consultative Process (IGAD RCP). This event will take place from 7-8 October in Addis Ababa, Ethiopia, and will contribute to the African Union’s Project 2019. The AU declared 2019 “the Year of Refugees, Returnees and Internally Displaced Persons: Towards Durable Solutions to Forced Displacement in Africa”. This is to mark the 50th anniversary of the OAU Convention Governing the Specific Aspects of Refugee Problems in Africa (OAU Convention on Refugees) and the 10th anniversary of the African Union Convention for the Protection and Assistance of Internally Displaced Persons in Africa (Kampala Convention). The conclusions and commitments agreed at this regional exchange will feed into a continental event dedicated to the Kampala Convention scheduled to take place in Malabo, Equatorial Guinea before the end of the year.

IGAD has received a financing for Swiss Government towards Migration project and intends to apply a part for the financing for the consultancy service to conduct Background Study on Experiences in Supporting Resilience and Durable Solutions to Internal Displacement in the IGAD Regions. IGAD now inviting the qualified consultants to express their interest to handle this assignment

THE OJECTIVES OF THE ASSINGMENT

The main objective of this assignment is to undertake a desk review on the state-of-play on supporting resilience and durable solutions to internal displacement in the IGAD region. The consultant will draft a background paper documenting IDP statistics and trends in the IGAD region, prevention, protection and assistance needs, gaps and challenges- including policy measures and strategies to safeguard human security of IDPs, case studies and effective practices on durable solutions for IDPs across the region, and the roles that different stakeholders should play in implementing policy measures and recommendations to protect, assist as well as support resilience and solutions for IDPs.

QUALIFICATION AND EXPERIENCE REQUIREMENT

Education: Graduate degree (equivalent of a Master’s) in Law/International Law, Political Science, Social Science or other related fields.

Experience: Minimum 7 years of previous work experience relevant to the assignment.

· Minimum progressive 5 years work experience at the regional and international levels including on areas touching on refugees, Internally Displaced Persons and Returnees.

Competencies:

· Excellent research and publication experience, excellent understanding of the IGAD region.

· Good diplomatic and negotiation skills.

· The candidate for this assignment needs to be fluent in English and have excellent drafting skills. French will be an added value.

DURATION OF THE ASSINGMENT

The assignment should be undertaken within Thirty (30)working days.

IGAD Secretariat now invites eligible Individual Consultants with the requisite experience to indicate their interest in providing the services. Interested Consultants must provide information indicating that they are qualified to perform the services.

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance to IGAD procedure and guidelines.
