I. CONTEXT

Madagascar faces the risks of an increasingly variable and changing climate, which adds to the challenges of widespread poverty and food insecurity. Agriculture employs 78 percent of the labor force and accounts for about 27 percent of the gross domestic product. Rising temperatures, coupled with the expected decline in total precipitation and longer dry spells, could put additional pressure on the already precarious livelihoods of the most vulnerable people in the country. Hurricanes in the north and droughts in the south often have devastating effects on crops, leaving farmers without livelihoods or income from cash crops. Given the vulnerability of a large part of the population, resilience is a major challenge for Madagascar. Recurring extreme weather events, which prevent households from rebuilding, replanting, recovering, and escaping poverty, constitute a major obstacle to improving resilience.

The Far South of Madagascar, in a situation of chronic food insecurity, is facing a deterioration in the nutritional situation and household food security, after several consecutive years of poor harvests due to the recurring drought and the El Nino phenomenon. Despite an improvement in the humanitarian situation in June 2017 thanks to the consistent multi-sector humanitarian assistance and favorable rainfall during the 2016-2017 crop year, the 2017-2018 crop year was once again strongly impacted by a significant rainfall deficit as well as by pest attacks, especially the armyworm. As a result, there was a drastic drop in food production (rice, maize, cassava) in June 2018, ranging from 50 to 85% of that of 2017 and that of the average of the last 5 years (source: CFSAM July 2018). The Districts of Ampanihy, Betioky and Tulear II face acute under-nutrition crises in contexts where public services are structurally unsatisfactory and disrupted by various factors such as climate change and the risks of natural disasters.

Action Against Hunger (ACF) and its partner Action Socio-sanitaire and Organization Secours (ASOS), have been working closely in the area and on these sectors for many years to put nutrition and food security at the heart national and international priorities. Project Confluences - HIAKE is one of the projects implemented in partnership in the districts mentioned.

The overall objective of the Confluences - HIAKE Project is to contribute to nutritional security in 5 African countries by improving the management of victims of under-nutrition, developing preventive actions and proposing appropriate public policies . As part of the Confluences project, Action Against Hunger and ASOS wish to conduct a thematic study to understand the coping mechanisms developed by people to meet their livelihoods in the face of climate change.

Determine the coping mechanisms developed by people to meet their livelihoods in the face of climate change.

Specific objectives

Based on the participatory diagnoses made, literature and data to be collected at the institutional and field level:

Determine the coping mechanisms developed by people to meet their livelihoods in the face of climate change
Interpret the evolution of agrarian systems over time to be more resilient to climate change
In particular, to determine the role of agroecology in this evolution and in the adaptation strategies developed, with a focus on nutrition-sensitive agriculture.
Determine how people and development actors integrate natural resource conservation into these strategies
Determine how conservation of natural resources is considered by people and development actors (including the institutional level) in the face of climate change and integrated into resilience strategies
Know the current level of commitment of the different actors on the themes of resilience and climate change
Identify opportunities for advocacy at the national and regional levels
Provide recommendations for mainstreaming the climate change dimension into ACF programming in Madagascar
III. METHODOLOGY
