Tender Details

Tenders are invited for Consultancy to Evaluate the National Information and Communications Infrastructure Policy for the Gambia. The Government of the Gambia secured a grant of $35 millionunder the World Bank West Africa Regional Communication and Infrastructure Programme (WARCIP) to fund its participation in the ACESubmarine Cable Consortium that constructed a submarine fibre optic cable from France and intended to be extended up to SouthAfrica. This cable system provides a branching unit and cable landing station in The Gambia at cost of $25 million. The remaining$10 million provides for institutional support, capacity building and creation of the enabling environment to facilitate theoptimum utilization of the infrastructure for broadband development and digital inclusion in the country. Following the formulationof (NICI) policy in 2004, ICT in Communities, ICT in Education, Human Resource Development and E-Government plans were developed.In addition, MOICI recently completed the formulation of e-Health, e-Tourism, e-Agriculture and e-Commerce plans, in closecollaboration with the relevant sectors. In this regard, several projects and programs wereimplemented over the last ten years inthe context of the country's overall ICT development framework of its National Information and Communication Infrastructure (NICI)policies and plans, hence the need for an evaluation study. The study will also take into account the main priority areas that theGambia has targeted regarding ICT strategies andplans in order to assess progress in terms of ICT policy development andimplementation with a view to identifying challenges, impacts as well as new directions for further development with reference tothe outcomes of the World Summit on the Information Society (WSIS) 2005 and WSIS+10respectively.
